Description Posting expires: June 9, 2026 Salary range: $107,271 - $143,207 General Description and Classification Standards: Civil Engineering Manager II will take responsibility for technical engineering support of Office of Water Treatment and Reclamation (OWTR) operations and maintenance staff. The Civil Engineering Manager II will report to the OES Deputy Commissioner and will coordinate closely with the OES project managers, and various OWTR Facility Managers. The Civil Engineering Manager II manages professional/technical engineering projects including engineering design and review, standards, survey work, inspections, and other engineering project components. Oversees major capital improvement project design; designs linear infrastructure of various lengths; prepares construction plans for contractors to follow; provides solutions for short term and long-term water, wastewater, and Storm water issues in order to keep the City of Atlanta's infrastructure functional for its current and future corporate and private citizens. Supports a full range of Planning & Development operations by delivering this data in formats and in applications that support critical planning, engineering, and decision support activities across the enterprise. This is a highly experienced professional who routinely exercises project leadership over complex projects, trains other professionals, or serves as a specialized subject matter expert in one or more specific areas. Supervision Received: Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program. Essential Duties and Responsibilities: These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. Reviews, monitors and evaluates operational and maintenance activities at the various OWTR facilities and coordinates closely with OWTR managers to provide technical support, such as trouble shooting mechanical, electrical and automation problems at OWTR facilities. Develops scope of work for OWTR facilities to help address facility operational and maintenance issues. Assists with identifying improvements to OWTR facilities to improve plant efficiency and reliability, reduce energy consumption and facilitate compliance with permits. Participates in DWM’s project teams to provide input and review of Consultant’s design documents for OWTR facility rehabilitation, repair and upgrades. Participate in design review meetings. Reviews comprehensive set of plans that will enable the project team to deliver the project objectives. Participate in start-up of new and upgraded facilities. Monitors and controls project efforts by reviewing project work results and comparing them to planned results. Identifies variances to work products and directs actions required. Directs all execution of activities so that project-related tasks are synchronized minimizing lags and enhancing cohesion of deliverables of the product’s quality. Evaluates and establishes departmental performance metrics and validates data accuracy. Supervises staff and encourages staff development, and develops teams as required for specific needs. Decision Making Applies organizational policies. Selects from multiple procedures and methods to accomplish tasks. Establishes work methods, timetables, performance standards, etc. Leadership Provided Manages progress meetings to review status of ongoing projects and coordinates with the OWTR Facilities Managers, Public Information Manager, Safety Officer, Project Controls/Schedule Manager, Permit Coordinator and Land Acquisition team to review work in progress, data deliverables to ensure the project is within budget and work group leadership, guidance, and/or training to less experienced staff. Typically has formal project management and/or skills development responsibilities. Minimum Qualifications: Education and Experience - Bachelor’s degree in civil engineering, mechanical engineering, electrical engineering, environmental systems engineering, or other equivalent education. 8-10 years of related experience including supervisory experience. Preferred Requirements - Master's degree in civil engineering, mechanical engineering, electrical engineering, environmental systems engineering, or other equivalent education. 10-15 years of related experience including supervisory experience. Licensures and Certifications - Professional Engineer (P.E.) license required. Work Environment: Required physical, lifting, and sensory capabilities are requirements to perform the job successfully.
