Job Summary
This position leads a team that addresses the engagement and administrative needs of distinct IEEE volunteer audiences/customers, roles, and outcomes. Alignment of engagement, business, administration, communication, and information products to IEEE, Technical Activities (TA) and TA Volunteer Engagement goals and strategies is essential. Frequent interaction with senior level staff and volunteers is required.
A significant component of this position is to manage the strategic scope, compliance and administration of the Technical Activities Board, which includes effective management of administrative issues and information to/from (1) volunteers and/or staff of the 48 organizational units represented by the IEEE Societies, Councils and Technical Communities; (2) 20+ Standing Committees of TAB; (3) 10+ AdHoc Working Groups of TAB; (4) TAB Management Committee; and (5) IEEE Operational Units with issues that intersect with TAB Operations/Management. This includes identifying and maximizing strategic opportunities, including contribution to strategic discussions and planning for volunteer programs. This is a forward thinking position focused on supporting Technical Activities volunteers and staff with strategic management and development of their programs and initiatives to benefit the overall success of Technical Activities and IEEE technical communities.
The incumbent in this position runs the Technical Activities Board and is the lead TA staff interface with the Vice President – Technical Activities and other high-level TA volunteers. In that role, the incumbent must understand the breadth of issues coming to technical activities, be the expert on specific functional areas, assist in formulating and carrying out the volunteer leadership responses, and ensure issues are addressed and concluded in a timely manner. The incumbent is primarily responsible for technical community volunteer and staff program management in the areas of strategy and compliance, program review/audit; conflict resolution compliance, business programs related to volunteer projects, logistical administration of TAB meetings and affiliated volunteer committee meetings, special programs as identified by volunteer and staff leadership, and overall operations/management of Board and selected Committee programs. The incumbent also manages Technical Activities (TA) and TAB compliance with the policies, procedures, operations, and by-laws as directed by the IEEE Board of Directors and the Technical Activities Board. In addition, the Sr. Manager – Volunteer and Board Engagement will act as the point person in Technical Activities for Technical Activities Board, TAB committees and staff regarding established professional ethics, conduct, and related policies, procedures, and best practices.
The role typically reports to the Senior Director – Volunteer Engagement and Cross TA Collaboration, with some oversight by Managing Director - Technical Activities and other Technical Activities Senior Directors. The position manages a variety of programs for technical activities volunteers and staff. The position manages 3 direct reports. This position has authority for day to day operations but under consultative direction on overall business objectives and priorities.
The individual must have a solid business and project management background, be able to address complex issues directly and skilled in obtaining critical information to make knowledge-based decisions. She/he must be able to facilitate and lead cross-functional teams to consensus decisions and actively attain results without necessarily having direct authority over said teams and have strong project management skills.
She/he must develop an in-depth understanding of the IEEE Technical Activities organization and cross--OU activities including: knowledge of the volunteer infrastructure, membership engagement, competitive environment, member and customer needs and major department initiatives. The incumbent is expected to work closely with all appropriate stakeholders to ensure that needed data and analysis is incorporated into planning decisions.
In addition, this position will be responsible for the direct staff management, motivation and supervision of the TAB Board Administration support staff including the coordination of activities within the Governance, Volunteer Relations, and Communications team, and across IEEE Operating Units and intra-departmental working groups.
The incumbent will be expected to apply knowledge to make rapid and effective decisions. In addition, the incumbent will be a resource to the department and continuously work to identify and facilitate ways to innovate and improve inter-department and intra-department procedures.
Key Responsibilities
(Management Function) Staff Management, Board Administration Team – 45%:• Directly manages the Board Administration Support staff responsible for the guidance, communications and support of the TAB Nominations and Appointments Committee, TAB Management Committee (TMC), TAB Society Review Committee, TAB Periodicals and Advisory Review Committee, TAB Rosters, TAB volunteer committees without direct staff support and other volunteer groups as assigned. Includes supervision, staffing plans, staff development and overall management of group projects and activities. • Provide volunteers with the knowledge and direct access to the information needed on how to properly administer the units under their area of responsibility.• Ethics Processes – Direct the review, activities and TAB Conflict Resolution Committee procedures associated with cases referred to Technical Activities through the IEEE Ethics and Member Conduct Committee (EMCC) and the Conduct Review Committee (CRC). Update approved ethics and conduct codes related policies, procedures, forms, and tools as necessary. Acts with discretion; establishes and maintains processes to protect confidential verbal, visual, and written information.• Assist group Director in oversight, team management and staffing issues for the Volunteer Engagement department within TAD. Participates in the planning of group development and mentoring of new staff in coordination with Senior Director. Provides subject matter expertise as needed. (Individual Function) Board Projects & Volunteer Engagement Program Management - 30%:• Manage both ongoing multi-year TAB programs and large annual project initiatives that require his/her expertise of the TAB unit structure and operations and working relationships with other Organizational Units. • Ensure that the TAB goals are understood and represented in the decision process of the project development phase.• Direct a wide-range of dedicated projects in support of the mission and vision of the IEEE, as well as the mission and vision of the Societies, Councils, Technical Activities Board and its Committees. This includes research on issues, developing understanding of the underlying issues (immediate and long-term), developing solutions, recommending alternative or new technology/functionality, and promotion of the solutions. (Individual Functions) Volunteer Engagement – 25%: • Establish a strong partnership with all levels of volunteers within the Technical Activities Board (TAB), and TA professional staff partners on all matters related to volunteer relations and board engagement of TAB operations.• Evaluate how all areas of TAB operations and their administration affect the experience of TA volunteer and Society oversight. He/she must have a clear understanding of the operations required to manage the operational units of Technical Activities including TAB, TAB, Societies, Councils and Technical Committees as well as the activities volunteers and staff engage in to ensure the success of the individual units and the whole.• Serve as subject matter expert on IEEE and TA policy documents pertaining to the organizational units and advises/provides direction on matters that arise within the TAB volunteer structure pertaining to policy interpretation in order for volunteers to remain compliant, effectively manage, and properly interact in their respective units. • Perform other essential functions and related duties as assigned.

Job Summary This position leads a team that addresses the engagement and administrative needs of distinct IEEE volunteer audiences/customers, roles, and outcomes. Alignment of engagement, business, administration, communication, and information products to IEEE, Technical Activities (TA) and TA Volunteer Engagement goals and strategies is essential. Frequent interaction with senior level staff and volunteers is required. A significant component of this position is to manage the strategic scope, compliance and administration of the Technical Activities Board, which includes effective management of administrative issues and information to/from (1) volunteers and/or staff of the 48 organizational units represented by the IEEE Societies, Councils and Technical Communities; (2) 20+ Standing Committees of TAB; (3) 10+ AdHoc Working Groups of TAB; (4) TAB Management Committee; and (5) IEEE Operational Units with issues that intersect with TAB Operations/Management. This includes identifying and maximizing strategic opportunities, including contribution to strategic discussions and planning for volunteer programs. This is a forward thinking position focused on supporting Technical Activities volunteers and staff with strategic management and development of their programs and initiatives to benefit the overall success of Technical Activities and IEEE technical communities. The incumbent in this position runs the Technical Activities Board and is the lead TA staff interface with the Vice President – Technical Activities and other high-level TA volunteers. In that role, the incumbent must understand the breadth of issues coming to technical activities, be the expert on specific functional areas, assist in formulating and carrying out the volunteer leadership responses, and ensure issues are addressed and concluded in a timely manner. The incumbent is primarily responsible for technical community volunteer and staff program management in the areas of strategy and compliance, program review/audit; conflict resolution compliance, business programs related to volunteer projects, logistical administration of TAB meetings and affiliated volunteer committee meetings, special programs as identified by volunteer and staff leadership, and overall operations/management of Board and selected Committee programs. The incumbent also manages Technical Activities (TA) and TAB compliance with the policies, procedures, operations, and by-laws as directed by the IEEE Board of Directors and the Technical Activities Board. In addition, the Sr. Manager – Volunteer and Board Engagement will act as the point person in Technical Activities for Technical Activities Board, TAB committees and staff regarding established professional ethics, conduct, and related policies, procedures, and best practices. The role typically reports to the Senior Director – Volunteer Engagement and Cross TA Collaboration, with some oversight by Managing Director - Technical Activities and other Technical Activities Senior Directors. The position manages a variety of programs for technical activities volunteers and staff. The position manages 3 direct reports. This position has authority for day to day operations but under consultative direction on overall business objectives and priorities. The individual must have a solid business and project management background, be able to address complex issues directly and skilled in obtaining critical information to make knowledge-based decisions. She/he must be able to facilitate and lead cross-functional teams to consensus decisions and actively attain results without necessarily having direct authority over said teams and have strong project management skills. She/he must develop an in-depth understanding of the IEEE Technical Activities organization and cross--OU activities including: knowledge of the volunteer infrastructure, membership engagement, competitive environment, member and customer needs and major department initiatives. The incumbent is expected to work closely with all appropriate stakeholders to ensure that needed data and analysis is incorporated into planning decisions. In addition, this position will be responsible for the direct staff management, motivation and supervision of the TAB Board Administration support staff including the coordination of activities within the Governance, Volunteer Relations, and Communications team, and across IEEE Operating Units and intra-departmental working groups. The incumbent will be expected to apply knowledge to make rapid and effective decisions. In addition, the incumbent will be a resource to the department and continuously work to identify and facilitate ways to innovate and improve inter-department and intra-department procedures. Key Responsibilities (Management Function) Staff Management, Board Administration Team – 45%:• Directly manages the Board Administration Support staff responsible for the guidance, communications and support of the TAB Nominations and Appointments Committee, TAB Management Committee (TMC), TAB Society Review Committee, TAB Periodicals and Advisory Review Committee, TAB Rosters, TAB volunteer committees without direct staff support and other volunteer groups as assigned. Includes supervision, staffing plans, staff development and overall management of group projects and activities. • Provide volunteers with the knowledge and direct access to the information needed on how to properly administer the units under their area of responsibility.• Ethics Processes – Direct the review, activities and TAB Conflict Resolution Committee procedures associated with cases referred to Technical Activities through the IEEE Ethics and Member Conduct Committee (EMCC) and the Conduct Review Committee (CRC). Update approved ethics and conduct codes related policies, procedures, forms, and tools as necessary. Acts with discretion; establishes and maintains processes to protect confidential verbal, visual, and written information.• Assist group Director in oversight, team management and staffing issues for the Volunteer Engagement department within TAD. Participates in the planning of group development and mentoring of new staff in coordination with Senior Director. Provides subject matter expertise as needed. (Individual Function) Board Projects & Volunteer Engagement Program Management - 30%:• Manage both ongoing multi-year TAB programs and large annual project initiatives that require his/her expertise of the TAB unit structure and operations and working relationships with other Organizational Units. • Ensure that the TAB goals are understood and represented in the decision process of the project development phase.• Direct a wide-range of dedicated projects in support of the mission and vision of the IEEE, as well as the mission and vision of the Societies, Councils, Technical Activities Board and its Committees. This includes research on issues, developing understanding of the underlying issues (immediate and long-term), developing solutions, recommending alternative or new technology/functionality, and promotion of the solutions. (Individual Functions) Volunteer Engagement – 25%: • Establish a strong partnership with all levels of volunteers within the Technical Activities Board (TAB), and TA professional staff partners on all matters related to volunteer relations and board engagement of TAB operations.• Evaluate how all areas of TAB operations and their administration affect the experience of TA volunteer and Society oversight.
