BARGAINING UNIT / LEVEL: Supervisory Bargaining Unit – Level 12 SALARY RANGE: $106,600 - $120,084 annually DOQ GENERAL STATEMENT OF DUTIES: Under the general supervision of the Chief of Engineering Services, this position is responsible for the planning, design, and delivery of engineering principles for capital improvement and maintenance projects. Work includes coordinating projects from initial scoping and evaluation through design, budgeting, contract administration, and construction. This position provides technical and supervisory directions to engineering staff and consultants, ensuring work is completed in accordance with Authority standards, applicable codes, and regulatory requirements. The role supports capital planning efforts, asset management functions, and interagency coordination, while ensuring quality assurance/quality control throughout project development and implementation. SUPERVISION RECEIVED: Works under the general direction of the Chief of Engineering Services and is expected to work independently and exercise sound judgment. SUPERVISION EXERCISED: Supervises full and part-time employees in the engineering department. ESSENTIAL DUTIES: Supervise staff in project development and contract administration to ensure compliance with engineering plans, specifications, industry standards, and applicable regulations; provides training, performance oversight, and professional development. Oversee consulting engineers and architects through all phases of project delivery, including procurement, design development, preparation of construction drawings, specifications, bid documents, and contract administration. Manage assigned engineering design projects through all phases of development and contract administration, including coordination of construction activities as needed. Assist the Chief of Engineering Services with project forecasting, budgeting, cost estimating, asset management, and coordination of infrastructure projects, including unbudgeted initiatives and interdepartmental efforts. Maintain and implement quality assurance/quality control (QA/QC) procedures for the development of design and construction documents and record documentation. Coordinate force account construction and repair work with Park Superintendents and other operational staff as required. Serve as Engineer of Record, providing professional approvals and certifications, and ensure compliance with general permits and interagency permitting requirements with local and state agencies. Assist park departments in obtaining and managing regulatory permits, including recurring general permits (e.g., 5-year renewals) and compliance documentation. Help coordinate and maintain asset management and communications systems, including staff notification platforms and inter-agency coordination tools for infrastructure located outside of Metroparks property. Assist in the preparation and management of project budgets, including cost estimates, funding allocations, and expenditure tracking throughout all project phases. Perform other related duties as assigned. MINIMUM QUALIFICATIONS: Bachelor’s degree in civil engineering required. A Master’s degree is preferred. Applicants with 8 or more years of related service will be given credit toward meeting the minimum educational requirements and will be considered for the position. Minimum of five (5) years of professional civil engineering experience, including at least two (2) years in a supervisory or project management role. Licensed Professional Engineer (PE) in the State of Michigan. Valid Michigan driver’s license and ability to maintain it. Ability to adjust work schedule as required to meet project deadlines and operational needs. Ability to perform essential duties PREFERRED QUALIFICATIONS: Master’s degree in civil engineering or related field KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of civil engineering principles, design standards, and construction contract administration. Strong understanding of municipal infrastructure systems, including streets, utilities, drainage, and parks/recreation facilities. Knowledge of construction methods, materials, equipment, and field operations. Ability to plan, organize, and manage multiple complex engineering projects through design and construction phases. Ability to supervise, train, and evaluate staff while maintaining effective delegation and accountability. Ability to provide sound professional engineering judgment and technical recommendations. Proficiency in AutoCAD Civil 3D, Microsoft Office Suite, and relevant municipal engineering or asset management software. Strong written and verbal communication skills, including the ability to prepare technical reports and present information to internal staff, public stakeholders, and governing bodies. Ability to establish and maintain effective working relationships with employees, contractors, outside agencies, and the public. TOOLS & EQUIPMENT USED: Personal computer with engineering and planning software; database, scheduling, desktop publishing, spreadsheet, and word processing software; calculator; copier/scanner and fax machines; telephone and two-way radio systems; automobile; and GIS data collection equipment. PHYSICAL DEMANDS : The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.   Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. While performing the duties of this job, the employee is frequently required to walk, sit, talk and hear. Applicants with 8 or more years of related service will be given credit toward meeting the minimum educational requirements and will be considered for the position.</li><li>Minimum of five (5) years of professional civil engineering experience, including at least two (2) years in a supervisory or project management role.</li><li>Licensed Professional Engineer (PE) in the State of Michigan.</li><li>Valid Michigan driver’s license and ability to maintain it.</li><li>Ability to adjust work schedule as required to meet project deadlines and operational needs.</li><li>Ability to perform essential duties</li></ul><strong>PREFERRED QUALIFICATIONS:</strong><ul><li>Master’s degree in civil engineering or related field</li></ul><strong>KNOWLEDGE, SKILLS, AND ABILITIES:</strong><ul><li>Thorough knowledge of civil engineering principles, design standards, and construction contract administration.</li><li>Strong understanding of municipal infrastructure systems, including streets, utilities, drainage, and parks/recreation facilities.</li><li>Knowledge of construction methods, materials, equipment, and field operations.</li><li>Ability to plan, organize, and manage multiple complex engineering projects through design and construction phases.</li><li>Ability to supervise, train, and evaluate staff while maintaining effective delegation and accountability.</li><li>Ability to provide sound professional engineering judgment and technical recommendations.</li><li>Proficiency in AutoCAD Civil 3D, Microsoft Office Suite, and relevant municipal engineering or asset management software.</li><li>Strong written and verbal communication skills, including the ability to prepare technical reports and present information to internal staff, public stakeholders, and governing bodies.</li><li>Ability to establish and maintain effective working relationships with employees, contractors, outside agencies, and the public.</li></ul><p><strong>TOOLS & EQUIPMENT USED: </strong>Personal computer with engineering and planning software; database, scheduling, desktop publishing, spreadsheet, and word processing software; calculator; copier/scanner and fax machines; telephone and two-way radio systems; automobile; and GIS data collection equipment.<br><br><strong>PHYSICAL DEMANDS</strong>: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.   Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
