Description
Provides advance technical, analytical, and advisory support for Resource Planning activities, including Integrated Resource Plan (IRP), Integrated System Plan (ISP), capacity expansion studies, and production cost modeling. Develops and applies planning tools and datasets (including PLEXOS) to evaluate portfolios of supply-side and demand-side resources, and to support executive-level decision making, regulatory filings, and Board presentations. Incumbent may be assigned primary responsibility for leading either the IRP/ISP processes or for leading PLEXOS modeling.
Performs advanced resource planning analyses supporting the Integrated Resource Plans (IRPs), Integrated System Plans (ISPs), Ten Year Site Plans and long-term resource adequacy assessments. Conducts scenario and sensitivity analyses related to load, fuel market, and policy assumptions. Develops and maintains planning inputs such as financial parameters, fuel price forecasts, legislative and regulatory outlook and existing unit operational and maintenance (O&M) and capital expenditure (CapEx) requirements; evaluates site capabilities and generation resource options. Develops, maintains, and runs production cost, capacity expansion, and portfolio optimization models (e.g. PLEXOS) to evaluate long-term resource strategies. Responsible for database management, model configuration, validation, and results interpretation and specialized studies such as effective load carrying capacity (ELCC) analysis and reserve margin assessments. Manages comprehensive databases for existing unit costs, performance metrics, outage schedules, potential new resource options, and fuel transportation requirements. Evaluates resource alternatives including conventional generation, nuclear, renewable energy, energy storage, distributed energy resources, demand-side programs, and emerging technologies, considering reliability, cost, risk, unit utilization, environmental performance, and regulatory requirements. Prepares executive-level reports, issue papers, and presentation materials that clearly communicate complex analytical results, key insights, and recommendations for leadership, the Board, and stakeholders. Supports and mentors junior engineers in structuring analyses, checking work products, and elevating the quality and clarity of written reports, models, and presentations to an executive standard. Conducts research and benchmarking on emerging generation technologies, grid solutions, market trends, and regulatory or policy developments; translates findings into planning assumptions and strategic recommendations. Prepares regulatory filings, reports, and responses to data requests, for regulatory agencies and reliability organizations including the Florida Public Service Commissions (FPSC), Florida Reliability Coordinating Council (FRCC) and SERC Reliability Corporation (SERC). Represents JEA in FRCC and SERC committees, technical working groups, and industry forums as assigned. Supports the development, management and administration of annual capital budget and ten-year capital budget plan, and (O&M) budgets related to generation and resource planning. Ensures planning processes, models, and analytical methods follow industry best practices, regulatory expectations, and internal governance standards. Demonstrates leadership in alignment with JEAs core values and promotes a culture of safety, accountability, collaboration, and continuous improvement. Performs other job-related duties as assigned.
