The Senior Project Manager – Permitting & Environmental Services is responsible for leading complex environmental projects involving permitting, environmental site assessments, regulatory compliance, and remediation support for municipal, mining, and industrial clients. This role provides senior-level technical review, proposal development, project management, and regulatory coordination under federal and state (primarily Arizona and New Mexico) environmental programs, including APP, AzPDES, RCRA, CERCLA, IRP, WQARF, LUST, and Voluntary Remediation Programs. The ideal candidate brings strong technical expertise, regulatory knowledge, leadership, and client management skills.
Responsibilities
Project Management & Client Support
Manage multidisciplinary environmental projects from initiation through completion, ensuring compliance with scope, schedule, budget, and regulatory requirements
Serve as primary client contact, maintaining strong relationships with mining, industrial, and public-sector clients
Coordinate internal technical staff, subcontractors, and regulatory agencies
Provide strategic planning and technical guidance for permitting, compliance, and remediation projects
Permitting & Regulatory Compliance
Lead and manage environmental permitting and compliance activities under:
Arizona Pollutant Protection (APP) program
National Pollutant Discharge Elimination System (NPDES) / Arizona Pollutant Discharge Elimination System (AzPDES)
Mined Land Reclamation Program
Prepare, review, and submit permit applications, modifications, and renewals
Support compliance monitoring, reporting, inspections, and regulatory negotiations
Interface with state and federal agencies to address permit conditions, enforcement issues, and compliance strategies
Environmental Assessments & Technical Review
Provide senior technical review and oversight for:
Phase I and Phase II Environmental Site Assessments (ESAs)
Remedial investigations, feasibility studies, and corrective action programs
Evaluate data quality, conceptual site models, and risk-based decision-making
Ensure compliance with ASTM standards and applicable state and federal regulations
Mining Support
Provide environmental permitting and compliance support for mining operations
Oversee or review surface water and groundwater modeling efforts related to mine water management and discharge compliance
Support mine-related environmental studies, monitoring programs, and regulatory documentation
Stormwater Monitoring
Support stormwater sampling programs for MS4 permitted municipalities and industrial clients
Oversee operations and maintenance of automated stormwater samplers
Perform stormwater sampling, as needed
Oversee collection and analysis of surface water flow data
Oversee Illicit Discharge Detection and Elimination surveys
Oversee Visual Assessment of stormwater discharge
Remediation Program Management
Provide technical management and regulatory support under:
Resource Conservation and Recovery Act (RCRA)
Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)
Installation Restoration Program (IRP)
Water Quality Assurance Revolving Fund (WQARF)
Leaking Underground Storage Tank (LUST) programs
Voluntary Remediation Programs (VRP in AZ and NM)
Brownfields Programs
Develop compliance strategies, corrective action plans, and remedial approaches
Facilitate regulatory reviews, approvals, and closure documentation
Proposal Development & Business Support
Lead or support proposal writing efforts, including:
Scope of work development
Cost estimates and schedules
Technical approaches and regulatory strategies
Contribute to business development efforts, including client outreach and proposal interviews
Support contract negotiations and project scoping
Qualifications
Bachelor’s degree in Environmental Engineering, Environmental Science, Geology, Hydrology, or a related field
Minimum of 10 years of progressive experience in environmental consulting or regulatory compliance
Demonstrated experience managing environmental permitting, compliance, and remediation projects
Strong working knowledge of federal and Arizona environmental regulations and programs
Proven experience with Phase I and Phase II ESAs and technical report review
Experience supporting mining-related environmental projects
Excellent written and verbal communication skills
Preferred Qualifications
Master’s degree in a related technical discipline
Professional Engineer (PE) or Professional Geologist (PG) license in Arizona
Working knowledge of New Mexico environmental regulations and programs
Familiarity with surface water and groundwater modeling tools and methodologies
Prior experience managing large, complex, or multi-site environmental programs
Familiarity working directly with ADEQ, EPA, and other regulatory agencies
Working knowledge of statistical analyses
Current OSHA HAZWOPER Training
Current MSHA Part 48 Training
Core Competencies
Strong technical judgment and attention to detail
Leadership and mentoring of junior staff
Client-focused project management
