Description
Summary
The Portfolio Rehabilitation Manager will report to the VP of Development – Design and Construction and will be responsible for the day ‑ to ‑ day management, supervision, coordination, and successful delivery of assigned projects and portfolio initiatives from pre ‑ construction through close ‑ out. This role ensures projects and capital investments meet objectives related to budget, schedule, quality, constructability, and long ‑ term asset viability. Responsibilities include oversight of estimating, value engineering, bidding, contracting, rehabilitation execution, and coordination with Property Management and Asset Management to support the ongoing performance of BRIDGE Housing’s portfolio.
Responsibilities
Long-Term Property Reserve Planning
Obtain and review physical needs assessments on a regular basis, including reserve capital needs schedules; obtain and integrate feedback from Property Management Update replacement reserve studies based on assessments, track replacements, and work with Portfolio team to analyze replacement reserve financial needs Ensure long term viability by budgeting adequate reserves and operating expenses in consultation with Property Management, while also working collaboratively with various departments to balance other needs of the project Advice on proposed uses or requests for reserves; assist with prioritization of reserve-funded capital projects as needed
Pre-construction Phase
Attend regular OAC meetings and provide feedback regarding schedule and constructability. Review design development, construction document drawings, and specifications to identify risks, coordination issues, and cost impacts. Coordinate & monitor third ‑ party plan check review process. Develop preliminary budgets with input from the general contractor (GC). Develop value engineering recommendations as required to maintain the budget while preserving design intent and long ‑ term durability. Develop Construction Plan with GC (schedule, building sequencing & delivery plan, staging area, fencing plan, utility coordination). Manage bidding & buyout process including bid analysis and contract alignment.
Rehabilitation Project Management
Oversee small- to medium-scale portfolio project rehabilitations as well as energy efficiency upgrades, such as solar installations Conduct regular job site visits and attend weekly Owner Architect Contractor meetings. Review construction progress, subcontractor coordination, and jurisdictional issues with the GC’s Project Manager and Superintendent. Manage architect and consultant activities during the Construction Administration phase, including RFIs, ASIs, directives, bulletins, reports, and billing. Review and approve change orders and draw packages prior to executive sign ‑ off. Manage design and construction team to ensure financially and operationally viable rehabilitation in a timely and cost-efficient manner with minimal impact to residents Track applicable construction warranty dates; schedule and participate in warranty walk-throughs Coordinate internal site walks (e.g., framing, cabinetry, landscaping and finishes) Monitor apartment unit completion, turnover schedules, and phased occupancy. Monitor GC inspection and manage communication with City officials. Flag potential construction defect issues, participate in construction defect investigations, and oversee any needed emergency repairs Ensure the highest quality development that reinforces BRIDGE’s commitment to long term viability and contextual design
Project Close ‑ Out
Ensure receipt and organization of warranties, manuals, and as ‑ built drawings. Oversee completion of Certificates of Occupancy, bond releases, Notices of Completion, and all jurisdictional close ‑ out requirements. Manage final budget reconciliation and timely financial close ‑ out. Prepare a “Lessons Learned” memorandum to document key issues, resolutions, and best practices for future projects.
General Responsibilities
Maintain ongoing interaction with Property Management Company and Asset Management staff to ensure long-term quality Preserve BRIDGE’s existing relationships and build new ones through professional conduct with outside entities Collaborate with other members of the division and the company on special initiatives that will continue to keep BRIDGE at the forefront of the industry
Qualifications
Minimum of 3 to 5 years of experience in real estate construction, asset management, and/or development College degree or equivalent experience, preferably in construction management, planning, architecture, engineering, or finance Strong communication skills, both verbal and written Ability to balance independence with communication within a large organization; able to handle the construction project management process with minimal day to day supervision, while also communicating quickly, openly, and fully on matters needing attention from supervisor and others in the company Demonstrated sound judgment and understanding of when to pursue opportunities and how to utilize resources Strong detail orientation and demonstrated track record of successfully managing a small project team, consultants and all details of project execution Experience managing multiple projects successfully through constantly changing priorities Confidence and ability to advocate for reserve needs of properties even in the event of conflicting priorities; confidence to ask questions and get direction when required
Preferred
Multifamily or residential experience Experience with a variety of project types including affordable, serviced enriched, market rate, and rehabilitation Portfolio level planning experience
