JOB SUMMARY
The Program Director oversees the management and operations of the facility to ensure residents receive proper and appropriate services that promotes independence, self-sufficiency, and stabilization in a safe, healthy, and culturally sensitive residential environment; and staff are sufficiently equipped and resourced in a safe and healthy work environment. The Director ensures the facility structure, building conditions and maintenance practices are compliant with all applicable building and housing code and is monitored by 24/7 security; adequate staffing in accordance with DHS and OTDA regulations; and all required documentation and reporting are submitted correctly and on schedule to CHI, government agencies, funders, and other oversite agencies.
Pay: $85,000.00-$90,000.00 per year Salary
FLSA: Exempt- not eligible for overtime.
Schedule: Monday-Friday 8am-4pm,24/7 on call availability.
Location: Gowanus/Park Slope Brooklyn, NY
JOB-RELATED DUTIES – ESSENTIAL FUNCTIONS
These duties are essential and specific to the successful implementation of this position.
Oversees all program operations to ensure success of the program in meeting client needs.
Ensures compliance with DHS outcomes regarding placements, long term stayers, placement retention, facility standards, as well as CHI’s performance and quality assurance measurements.
Oversees process, census, vocational services, case management, facilities, and housing placement services.
Hires and reviews performance of all management staff.
Ensures operations are following regulatory requirements (State OTDA / DHS / CHI).
Provides leadership and direction to management staff, including Director of Social Services, Facility Manager, Security Manager, and permanent housing placement staff ensuring support is in place to ensure the success of the shelter.
Interfaces with the community, neighborhood associations and other local service providers.
Drives and monitors program results
Completes program status reports
Creates and monitor program corrective action plans when needed
On Call 24 hours/7 days a week
Other duties as assigned.
PROGRAM MANAGEMENT
Ensure compliance with funding contracts, partnership and service agreements, and all applicable city, state, and federal laws, rules, and regulations.
Ensure program and contractual deliverables are met. Evaluate program performance and productivity outcomes and develop enhancement strategies for underperforming areas. Ensure CHI program KPIs are aligned with metrics and deliverables.
Update and maintain Policy and Procedure manuals in compliance with DHS shelter operations guidance and CHI policies. Disseminate and enforce policies and procedures to all site staff.
Assist with procurement and contract administration activities by ensuring accurate scopes of work and program deliverables for the site.
Ensure proper and timely follow-up for Priority 1 and 2 incidents with clients, and timely reporting to DHS and CHI.
Ensure staff are properly trained and certified per OTDA and DHS rules, including one-time and recurring trainings and certifications.
Ensure site staff adheres to CHI code of conduct and abide by contractual, city, state, and federal rules and regulations.
FACILITIES MANAGEMENT
Ensure facility is code compliant with HPD, DOB, DHS, DOHMH, and OTDA.
Ensure facility is staffed per OTDA and DHS rules, including 24/7 on-site security.
Ensure a safe, clean, and healthy residential environment for residents; and a safe, clean, and productive environment for staff.
Ensure facility maintenance practices meets COVID standards and are consistent with OTDA, DHS, DOHMH, and US OMH guidelines.
Ensure facility is sufficiently equipped, stocked, and staffed for daily meals, daily cleaning, weekly towel and linen services, and issuance of DHS care kits upon request.
Ensure transportation services for residents are always available for housing and medical appointments and emergency situations through MTA MetroCard or car service.
SUPERVISION and GENERAL DUTIES
Conduct 1 to 1 meetings with members of your team and update the performance goals, accomplishments, notes, and feedback in Paycom on a regular basis (weekly/bi-weekly).
Troubleshoot difficult resident cases; intervene and directly assist in special needs cases.
Document interactions and communications with and on behalf of residents in CARES and AWARDS.
Perform other duties as assigned by the VP of Housing, Chief Housing Officer or Chief Executive Officer.
Qualifications
What do I need to apply?
Education and Experience: Master’s Degree in Social Work or similar field required. Combination of five years of experience in social services with at least three years of supervisory experience in social work or human services, program administration, and facilities management. Experience with immigrants and immigration issues prioritized.
In lieu of a Masters degree a candidate must have a bachelors degree in human services in addition to 5+ years of supervisory experience in human services.
Communication: Professional and impeccable verbal and written communication skills. Proficiency in English required, multi-lingual and Spanish proficiency prioritized.
Computer skills: Professional and expert competency in MS Word, Excel, Outlook, and the internet. Experience with CARES, HOME, CAPS, and AWARDS prioritized.
Math Skills: Ability to develop and manage program budgets.
Physical Performance: Ability to make unit visits (walk distances, climb stairs, etc.)
Reasoning Ability: Ability to prioritize, make appropriate decisions and judgment calls
Other Skills and Experience :
Extensive experience working with homeless individuals and people living with health and/or mental health issues and substance use. Ability to engage residents.
Extensive experience managing and developing complex programs, and performance management and improvement.
Extensive experience with contract administration and compliance management.
Strong negotiation and collaboration skills with government entities, funders, community leaders, and businesses. Ability to build and sustain partnerships with external service providers and community-based organizations.
