Global Support and Development (GSD) is looking for a National Response Systems Effectiveness (NRSE) Manager to stand as the architect of readiness for our most critical humanitarian efforts. The position is full-time, on site , and located at HQ in Charlotte, N.C.
In a world where the speed of response defines the success of the mission, the NRSE Manager acts as the master orchestrator, aligning complex systems into a unified front of readiness. ESSENTIAL FUNCTIONS:
Lead the day-to-day management and implementation of NRSE technical projects, specifically in the domains of ETC, Emergency Power (solar/backup generation), and Emergency Water;
Manage project timelines, budgets, and deliverables, ensuring alignment with GSD’s Strategy 2030 and specific Country Work Programs;
Coordinate technical assessments (e.g., warehouse power audits, connectivity surveys) and translate findings into actionable project plans;
Oversee the execution of Port Preparedness strategy, delivering on relevant projects to support the strategy;
Implement the Human Capital Strategy, focusing on the standardization and certification of professional responders at various levels;
Facilitate training workshops, simulation exercises, and "train-the-trainer" programs to ensure local partners can operate and maintain their systems ;
Serve as an operational focal point for NDMOs, maintaining regular communication to ensure projects are co-designed and meet local needs;
Collaborate with regional bodies (CDEMA, CEPREDENAC) to align national projects with regional standards and interoperability protocols;
Coordinate with GSD’s internal technical teams (Innovation, Maritime, Aviation, Operations and Response ) to deploy specialized assets effectively during project implementation;
Liaise and coordinate with consultants and contractors to ensure follow up on project implementation;
Deploy on short notice to disaster-affected areas to serve as a Coordination Manager in a GSD Disaster Response Team or technical liaison within an Emergency Operations Center (EOC).
Facilitate the rapid integration of GSD surge assets (e.g., power, water, comms) into the national response structure during active emergencies;
Develop, implement, and execute plans, processes, and projects in support of departmental strategy, maximizing efficient use of resources and ensuring shared vision;
Support the professional development and growth of direct reports;
Support critical decision-making processes, to include identifying issues and driving problem-solving, especially in resource-constrained and time-sensitive contexts;
Support budgetary planning, control, and analysis for the NRSE Section;
Prompt and action GSD’s core values of accountability, humility, and integrity in all work we conduct;
Promote good stewardship of financial and other resources to achieve maximum benefit to those impacted by disaster or at risk of impact; and
Perform other duties as assigned.
QUALIFICATIONS:
Required Experience:
Five (5) or more years of relevant management experience in humanitarian aid, disaster response, or development project management in the humanitarian sector;
Three (3) or more years experience operating in Telecoms, Energy, or WASH in low-resource or emergency settings, preferably in an international context; and
Proven experience developing programs and teams for government entities, NDMAs, or regional bodies (CDEMA/CEPREDENAC) in the Caribbean or Central America.
Education:
Advanced Degree in Disaster Management, International Development, Engineering, Logistics, or a related field;
Or equivalent experience and training, depending on position
Professional Licenses/Certifications:
ICS, 100, 200, 700, 800 is desired;
Certification in project management is desired.
Knowledge/Skills:
Ability to converse on technical topics (radio systems, solar grids, water filtration) to bridge the gap between technical engineers and non-technical government stakeholders;
Strong organizational skills with the ability to manage multiple complex projects simultaneously;
Excellent communication and negotiation skills, with high cross-cultural competence;
Proven ability to lead and motivate teams to produce quality results within challenging timeframes and ongoing change;
Program oversight and management, development of programmatic policy, procedure, and guidelines;
Ability to coordinate multiple projects simultaneously under pressure;
Confident and effective written and verbal communication, to include presentation ability;
Cultural awareness and the ability to work collaboratively with a wide array of stakeholders to build and maintain relationships;
Discernment for confidentiality in relation to organizational, partner, and donor activities and communications;
Strong organizational skills and the ability to rapidly shift tasks;
Experience working and/or traveling domestically and internationally; and
Working knowledge of Spanish and/or French desired.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
At this time, GSD is not offering sponsorship and is only accepting applications from persons eligible to work in the United States;
GSD permits U.S.-based remote work on a limited basis; and
Routine domestic and international travel up to 40% is required.
WORKING CONDITIONS AND PHYSICAL DEMANDS:

Working Conditions During Non-Deployment Periods
Work is performed in an office setting and is generally sedentary, but may involve movement (e.g., walking, standing or otherwise being mobile throughout the office) for brief periods of time;
Ability to use hands, reach, and independently lift and move items weighing up to 20 pounds, carry, push, and pull or otherwise move objects;
Ability to bend and stoop;
Ability to sit and view a computer screen for extended periods of time;
Ability to demonstrate manual dexterity to operate computer and other office equipment;
Ability to communicate effectively with others.
Working Conditions During Deployment Periods (Including Rapid Response)
May be regularly exposed to and required to work in varying outdoor weather conditions, including extreme heat or cold, heavy rainfall, and other extreme weather events;
May be required to engage in irregular travel and / or work schedules, which may include extended hours exceeding 8 or 12 hours in a day for prolonged periods outside of the control of the individual;
While wearing appropriate personal protective equipment (PPE) which is required and provided by GSD:
Work may be conducted near moving mechanical parts, which could include exposure to loud noises;
Work may be conducted near and include potential exposure to fumes, airborne particles, and toxic or caustic chemicals; or
Work may be conducted in areas that include exposure to the risk of electrical shock or vibration.
Ability to obtain necessary travel documents and fulfill any other travel requirements (including an active passport, visa requirements, vaccinations, etc.);
This role may include deployments to support natural disaster response efforts within hazardous, dynamic, and unstable environments (economically/environmentally) in pre- and post- disaster scenarios, which could include, among other conditions: lack of access to medical care, exposure to critical incidents (including severe injury, death, traumatic encounters, and/or mental strain), and uncommon sleeping arrangements (i.e. not in a hotel, could include close living quarters and cohabitation);
GSD’s nutritional environment contains milk, eggs, peanuts, tree nuts, fish, shellfish, soy, and wheat products. Ability to make dietary accommodations may be limited. Potential exposure to food borne allergens; and
Employees may be required for this role to work upon our Humanitarian Vessel for up to 30 consecutive days. The vessel’s working environment entails performing in conditions inherent to vessel travel, including but not limited to: steep and narrow stairs and living spaces, close quarters including cohabitation, sharp surfaces, metal gangways and ladders, heavy doors, European-type plugs and wiring (220-240v, 60Hz) which cannot support all American appliances, in addition to bright and flashing lights, loud noises, nuts and shellfish exposure, poor weather, movements which can trigger motion sickness, and / or limited access to hospital / definitive care. This setting involves various sea conditions, including but not limited to rough seas, adverse weather, and potential for sea sickness.

Ability to perform work indoors in an office environment;
Ability to work a varied schedule to complete projects and meet deadlines in response to changing demands;
Ability to travel to attend meetings, industry or professional association conferences and stay overnight as required.
