font-size: 12pt; font-weight: bold\"><br></span></p>\n<p><span style=\"font-size: 12pt; font-weight: bold\">ESSENTIAL FUNCTIONS:</span></p>\n<ul>\n<li><span style=\"font-size: 12pt\">Lead the day-to-day management and implementation of NRSE technical projects, specifically in the domains of ETC, Emergency Power (solar/backup generation), and Emergency Water; </span></li>\n<li><span style=\"font-size: 12pt\">Manage project timelines, budgets, and deliverables, ensuring alignment with GSD’s Strategy 2030 and specific Country Work Programs;</span></li>\n<li><span style=\"font-size: 12pt\">Coordinate technical assessments (e.g., warehouse power audits, connectivity surveys) and translate findings into actionable project plans;</span></li>\n<li><span style=\"font-size: 12pt\">Oversee the execution of Port Preparedness strategy, delivering on relevant projects to support the strategy;</span></li>\n<li><span style=\"font-size: 12pt\">Implement the Human Capital Strategy, focusing on the standardization and certification of professional responders at various levels;</span></li>\n<li><span style=\"font-size: 12pt\">Facilitate training workshops, simulation exercises, and \"train-the-trainer\" programs to ensure local partners can operate and maintain their systems ;</span></li>\n<li><span style=\"font-size: 12pt\">Serve as an operational focal point for NDMOs, maintaining regular communication to ensure projects are co-designed and meet local needs;</span></li>\n<li><span style=\"font-size: 12pt\">Collaborate with regional bodies (CDEMA, CEPREDENAC) to align national projects with regional standards and interoperability protocols;</span></li>\n<li><span style=\"font-size: 12pt\">Coordinate with GSD’s internal technical teams (Innovation, Maritime, Aviation, Operations and Response ) to deploy specialized assets effectively during project implementation;</span></li>\n<li><span style=\"font-size: 12pt\">Liaise and coordinate with consultants and contractors to ensure follow up on project implementation;</span></li>\n<li><span style=\"font-size: 12pt\">Deploy on short notice to disaster-affected areas to serve as a Coordination Manager in a GSD Disaster Response Team or technical liaison within an Emergency Operations Center (EOC).</span></li>\n<li><span style=\"font-size: 12pt\">Facilitate the rapid integration of GSD surge assets (e.g., power, water, comms) into the national response structure during active emergencies;</span></li>\n<li><span style=\"font-size: 12pt\">Develop, implement, and execute plans, processes, and projects in support of departmental strategy, maximizing efficient use of resources and ensuring shared vision;</span></li>\n<li><span style=\"font-size: 12pt\">Support the professional development and growth of direct reports;</span></li>\n<li><span style=\"font-size: 12pt\">Support critical decision-making processes, to include identifying issues and driving problem-solving, especially in resource-constrained and time-sensitive contexts;</span></li>\n<li><span style=\"font-size: 12pt\">Support budgetary planning, control, and analysis for the NRSE Section;</span></li>\n<li><span style=\"font-size: 12pt\">Prompt and action GSD’s core values of accountability, humility, and integrity in all work we conduct;</span></li>\n<li><span style=\"font-size: 12pt\">Promote good stewardship of financial and other resources to achieve maximum benefit to those impacted by disaster or at risk of impact; font-weight: bold\">Required Experience:</span></p>\n<ul>\n<li><span style=\"font-size: 12pt\">Five (5) or more years of relevant management experience in humanitarian aid, disaster response, or development project management in the humanitarian sector;</span></li>\n<li><span style=\"font-size: 12pt\">Three (3) or more years experience operating in Telecoms, Energy, or WASH in low-resource or emergency settings, preferably in an international context; and</span></li>\n<li><span style=\"font-size: 12pt\">Proven experience developing programs and teams for government entities, NDMAs, or regional bodies (CDEMA/CEPREDENAC) in the Caribbean or Central America.</span></li>\n</ul>\n<p><br></p>\n<p><span style=\"font-size: 12pt; and</span></li>\n<li><span style=\"font-size: 12pt\">Working knowledge of Spanish and/or French desired. </span></li>\n</ul>\n<p><br></p>\n<p><span style=\"font-size: 12pt; font-weight: bold\">WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:</span></p>\n<ul>\n<li><span style=\"font-size: 12pt\">At this time, GSD is not offering sponsorship and is only accepting applications from persons eligible to work in the United States;</span></li>\n<li><span style=\"font-size: 12pt\">GSD permits U.S.-based remote work on a limited basis;
