Responsibilities Job Purpose The role will have a heavy emphasis on regulatory affairs and market analysis and strategy across Pattern’s current priority RTOs/ISOs and emerging markets. The position will support the current regionally focused regulatory team and deepen the collaborative process across external affairs, fundamentals, origination, business development, operations, asset management, and commercial management teams. Major activities will include identifying, evaluating, and addressing important regulatory and market design changes that could impact Pattern’s existing and planned generation and transmission assets. A key function of this role will be to identify, research, analyze, and synthesize the cross section of regulatory and wholesale market rules impacting Pattern’s existing and planned assets in WECC, MISO, ERCOT, SPP, PJM and other priority markets as needed. The purpose of the role is to increase Pattern’s bandwidth to cover market and regulatory changes in priority markets and allow the regulatory team to deepen its engagement within priority markets to advance policies to enhance commercial opportunities. Importantly, the role will support the coordination with expert consultants and internal SMEs to clearly and regularly identify and lead Pattern’s engagement in regulatory and market design changes, develop Pattern’s positions and execute on strategies to achieve desired objectives. This position will routinely participate in PUC and RTO/ISO dockets, committees, stakeholder forums, and other external venues. The role will support drafting and submitting written comments advancing Pattern’s positions. The position will also coordinate with renewable energy industry leaders, consultants, and trade groups to support Pattern’s positions. Key Accountabilities Supports regulatory and market affairs coverage and advocacy across WECC, MISO, ERCOT, SPP, PJM and emerging markets; coordinate positions and strategies for regulatory and market affairs discipline. Supports Pattern’s positions on regulatory and market affairs issues in PUCs, RTOs/ISOs and other forums across priority markets. Maintains a consistent presence and key relationships with decision makers and stakeholders in PUCs, RTO/ISOs and other forums. Support Pattern’s growth strategy through identification, analysis and assessment of regulatory and market affairs issues. Identifies market-specific policies and regulations to support greenfield projects and new technology targets, supported by partnerships where applicable to help advance Pattern’s long-term growth strategy. Maintains a deep knowledge of renewable energy industry intelligence and emerging trends, managing Pattern’s engagement. Communicates regularly and effectively in a cross-functional matrix with development, origination, fundamentals, finance, and external affairs staff to translate regulatory and market issues into business impacts and opportunities to benefit the position of Pattern's new and core business interests. Develops documents to facilitate cross-functional and cross-regional team discussions as well as to communicate with management. Applies expertise, best practice methodologies, and department standards to collect stakeholder input and build consensus cross-functionally. Understands policies and regulations unique to specific markets and across multiple disciplines, including transmission planning and cost allocation, interconnection, market rules and reliable operations. Synthesizes inputs across various departments including fundamentals, origination, development, external affairs, finance, and others to identify future regulatory needs and opportunities for core business strategies. Identifies potential changes in the regulatory and wholesale market landscape which may enhance or detract from Pattern assets. Represent the interests of Pattern across certain trade associations and other external outlets. Qualifications Experience/Qualifications/Education Required Education Advanced degree in public policy, business, and/or social science preferred. Experience 5–8 years related commercial experience including electric public utility regulation or wholesale electric markets; experience with renewable energy issues is a must. Experience with interconnection rules, open access tariffs, and wholesale energy market rules and design preferred. Previous work in renewable energy generation, storage, transmission, or electricity policy required. Combination of academic research or legal training, regulatory experience, business development, and/or commercial experience preferred. Qualifications Well-developed interpersonal skills, including negotiation and facilitative skills. Demonstrated effective written and verbal communication skills. Ability to work on multiple projects simultaneously and deal with rapidly changing priorities. Quick learner, able to work cross-functionally and independently at all times. Ability to interact with all levels of management and manage staff and vendors. Enthusiastic team player and self-starter; serious commitment to hard work and excellence. The ideal candidate will have a passion for energy policy and advancing an energy transition. Technical Skills Thorough understanding of the structure and relationship of government bodies. Ability to analyze and interpret proposed market design rules, tariff amendments and regulation; develop positions. Strong quantitative and analytical skills Excel at explaining technical concepts to internal and external stakeholders. Judges risks and benefits from a communication perspective and makes a persuasive case for taking calculated risks in the organization’s best interest. Applies sound judgment and innovative thinking to resolve problems without precedent. The expected starting pay range for this role is $103,000 - $138,000 USD. This range is an estimate and base pay may be above or below the ranges based on several factors including but not limited to location, work experience, certifications, and education. In addition to base pay, Pattern’s compensation program includes a bonus structure for full-time employees of all levels.
