Description Oversees the operations and management of the Correctional Treatment Facility for felony and misdemeanor offenders; includes managing personnel, administering finances, evaluating facility effectiveness, managing the planning process, and acting as a court representative and liaison with government agencies and the community. Responsibilities Administrative Duties : Oversees day-to-day operations of the Correctional Treatment Facility, a 24-hour operation. Develops, recommends, and monitors facility budgets; presents and negotiates the budgets and writes grants. Projects expenditure/revenue impacts upon the budget and the delivery of services. Develops, monitors, secures, and manages all grants received by and awarded to the facility. Reviews and approves financial reports on a systematic basis. Manages monetary collection and disbursements involving residents. Initiates and responds to internal/external audits. Manages all contracts entered into by the facility. Reviews and approves all facility purchases and expenditures. Establishes and maintains security and safety of residents, staff, and visitors. Develops and implements facility policies and procedures; keeps staff updated regarding policies. Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures. Responds to any complaint per CTF policy. Establishes an environment free from harassment or discrimination. Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals. Supervision/Personnel Duties : Provides direct supervision to Directors; provides indirect supervision to a staff of approximately 85-90. Organizes, prioritizes, and delegates work to staff, as appropriate; communicates priorities with supervisors. Recruits, selects, and recommends hiring of qualified personnel. Recommends disciplinary action whenever necessary; reviews personnel issues under disciplinary review and grievance procedures. Coaches and counsels employees for improvement in performance. Provides directions, advice, and technical expertise. Monitors the adherence to personnel policies. Reviews/prepares staff evaluations. Ensures staff is appropriately trained. Conducts staff meetings. Provides support and direction to directors and managers regarding personnel issues. Program/Client Management : Develops, implements, and monitors various programs. Establishes and meets goals and objectives. Reviews data, reports, service contracts, and information generated and maintained by CTF. Collaborates with internal court departments and outside agencies to carry out the mission of CTF. Evaluates and modifies programs based on quality assurance data. Prioritizes service needs based on CTF’s mission and budget. Monitors contracted agreements for services provided to the facility. Performs cost benefit analysis regarding fiscal compliance and efficiencies. Ensures appropriate treatment and services are provided to residents. Approves upward movement of residents to higher phase. Monitors medical services. Conducts random security checks during and after business hours. Responds to sanction board appeals. Reviews assessment tools for relevancy and appropriateness. Collects input from residents through surveys. Qualifications Education/Training: Minimum of a bachelor’s degree in criminal justice or related field. Experience/Knowledge/Background: Minimum three (3) years’ management experience including supervision in a criminal justice setting; five (5) years’ experience preferred. Driving Experience: Requires valid driver’s license; acceptable driving record.
