Description
The Assistant Director Licensing manages regulatory compliance, ensures quality standards are met, and prepares for inspections and accreditation renewals with the Department of Children and Families and the Council of Accreditation.
Provides oversight and monitoring of the Initial and Relicensing Units. Ensures that all licensure activities are conducted within prescribed timeframes, and that initial and re-licensure documentation is submitted to the Department of Children and Families in a timely and comprehensive manner, accompanied by a recommendation for either approval or revocation.
All actions shall be carried out in accordance with applicable laws, established best practices, accreditation standards, and the agency’s policies and procedures. Ensures licensing policies and procedures are updated in accordance with Florida Statute 409.175 and Florida Administrative Code 65C. to enhance program quality. Maintains detailed databases for licensing activities and applicant information.
ESSENTIAL FUNCTIONS:
Supervise program supervisors, to include regular individual and group staff meeting and case consultations, monitoring client to staff ratios.
Licensing (Initial and Re-Licensing):
Monitors supervisory review and assessment of child welfare certification tests completed by licensing staff for certification. Provides second level KCI approval of Licensing packets submitted to Department of Children and Families (DCF). Ensures attendance of staffings with foster and/or adoptive home review committees to assess if potential foster and adoptive parents should proceed with licensure. Reviews and analysis of databases related to initial licensing goals and monthly reports Oversee the re-licensing process, including final review of the re-licensure package prior to delivery to DCF. Ensures the initial and relicensing files are uploaded with minimum errors delaying the approval. Participates in authorization of over-capacity waiver requests; reviews the document for accuracy and facilitates the call to the Department of Children and Families representative. Participate in reviews of placement disruptions staffing to discuss potential alternate licensed placements. Participate in institutional staffing to provide additional input regarding licensed foster homes; and ensure licensing standards or violations are addressed based on findings of the investigation. Acts as liaison between foster parents and case management agencies. Participate in 2 nd level on call rotation with Kids Central Senior Leadership as scheduled. Participates in the Licensing Provider Review Committee Meeting and Foster Care Referral Staffing OTHER FUNCTIONS:
Participate in facilitation of PRIDE orientation and classes. Identify foster parents with the skills and knowledge to co-facilitate PRIDE classes. Develop and maintain databases related to re-licensure goals and dates for submission of re-licensure packets. Other duties as assigned by the Senior Director Out of Home Care Develops the Corrective Action Plan, submits for review/approval from the Department of Children and Families. Participate/facilitate Monthly Foster Parent Meetings. Participate in Foster Parent Association Meetings. Participates in Recruitment activities to increase the foster home population in Circuit 5. Conducts random file audits of files to ensure compliance. This list of functions is not intended to be exhaustive. QUALIFICATIONS:
Education/Experience Bachelor’s degree from accredited institution and five (5) years of experience in human services or child welfare required. Master’s degree in social work or related field is preferred. Prior supervisory experience is preferred.
Other Requirements
Child Protection Professional certification required.
Current Background Clearance Screening Letter required.
Valid Florida driver’s license required, insurable by agency’s current insurance carrier.
Required to carry personal smart phone with data plan for business communications during and outside business hours.
