Job Summary
The HR Generalist serves as a skilled, hands-on HR professional supporting the full spectrum of Human Resources operations at Heart of Texas Goodwill Industries. This position functions across recruitment and talent acquisition, employee relations, compliance, onboarding, benefits administration, HRIS data management, training coordination, and people analytics. The HR Generalist works closely with HR leadership and department managers to ensure consistent, compliant, and people-centered HR practice that advances the organization’s mission and supports a positive employee experience.
Key Responsibilities
The following duties are representative of the essential functions of this position. Additional duties may be assigned as operational needs require.
Recruitment & Talent Acquisition
Manage full-cycle recruitment for assigned positions, including job posting, application screening, phone screens, interview coordination, and offer facilitation.
Coordinate pre-employment processes including background checks, drug screenings, reference checks, and offer letters, ensuring FCRA adverse action procedures are followed.
Maintain accurate applicant tracking and recruitment records in Paycom; support reporting on time-to-fill, source effectiveness, and open requisition status.
Partner with hiring managers on workforce planning, job description development, and EEO-compliant posting practices.
Serve as a candidate experience advocate, ensuring communication and process are consistent with Goodwill’s mission and values.
Support inclusive recruitment practices and assist with initiatives to broaden candidate outreach and attract qualified applicants from a wide range of backgrounds.
Onboarding & New Hire Integration
Coordinate end-to-end new employee onboarding, including orientation scheduling, document completion (I-9, W-4, policy acknowledgments, benefit enrollment), and system setup in Paycom.
Initiate E-Verify within three (3) business days of each employee’s first day per federal requirements.
Partner with department managers to ensure new hires receive a complete, welcoming onboarding experience consistent with the Personnel Handbook.
Track onboarding completion and escalate outstanding items to HR leadership.
HR Compliance & Employment Law
Support consistent application of federal and Texas employment law, including FLSA, FMLA, ADA/ADAAA, Title VII, GINA, USERRA, the PUMP Act, and the Texas Payday Law.
Administer FMLA processes, including distributing required notices, tracking leave usage, and coordinating with payroll and benefits.
Coordinate ADA reasonable accommodation requests with the Compliance Officer and Disclo to facilitate the interactive process in a timely manner.
Support the organization’s point-based disciplinary tracking system, including data entry in Paycom and cumulative point monitoring.
Assist with annual handbook and policy reviews to ensure continued compliance with changes in Texas and federal employment law.
Employee Relations
Serve as a knowledgeable, approachable HR resource for employees and managers on general HR questions, policy interpretation, and workplace concerns.
Assist HR leadership with workplace investigations, including scheduling, documentation, and preparation of investigation summaries.
Maintain accurate, confidential, audit-ready records of employee relations matters, disciplinary actions, and investigation outcomes in the HRIS.
Support grievance procedure administration per the Personnel Handbook and escalate complex matters to the HR Manager or VP, People Services.
Promote initiatives that foster a respectful, inclusive, and productive work environment consistent with Goodwill’s mission and values.
Benefits Administration Support
Assist employees with questions regarding health insurance, dental, vision, supplemental coverage, the HRA, and the 403(b)/457 retirement plans.
Support open enrollment, including communications, materials distribution, and enrollment tracking in Paycom.
Coordinate with third-party vendors as directed by HR leadership, including Disclo for accommodations and the benefits broker.
Assist with COBRA administration and timely notifications for separating employees.
HRIS Data Management & Workforce Analytics
Maintain accurate employee records in Paycom, including new hire data entry, status changes, pay rate updates, and termination processing.
Run standard HR reports as directed by HR leadership, including headcount, turnover, attendance, and compliance reports.
Audit HRIS data on a regular basis to identify and correct data entry errors; support data integrity initiatives.
Contribute to people analytics projects, including workforce dashboards and labor trend reporting, in collaboration with HR leadership.
Training & Development Support
Coordinate logistics for HR-led training sessions, including scheduling, communications, attendance tracking, and materials preparation.
Track mandatory training completion (e.g., harassment prevention, safety, compliance) and follow up with employees and managers on outstanding requirements.
Support certificate and credential tracking in Paycom; partner with the Learning & Development department on training initiatives as directed.
General HR Department Support
Provide administrative and operational support to the HR team, including filing, correspondence, meeting coordination, and vendor communications.
Assist with special HR projects and initiatives as assigned by the HR Manager or VP, People Services.
Represent the HR department with professionalism, discretion, and a customer-service orientation in all interactions with employees, managers, and external partners.
Perform other duties as assigned consistent with the needs of the HR department and Goodwill’s organizational goals.
Supervisory Duties
None. The HR Generalist does not directly supervise employees. This position provides peer support, coordination, and guidance to employees on HR processes and policies in accordance with organizational policy and applicable law.

Working knowledge of HR concepts, employment laws, and HR best practices (additional training will be provided where needed).
