We are seeking an enthusiastic and motivated Regional Manager to join our growing telecommunications company that is redefining the data network industry. This position is located in Pasco, Washington, and is responsible for overseeing our Columbia Basin region. This is a full-time, exempt salary position, not eligible for overtime and paid bi-weekly. The Regional Manager is accountable for the safe, efficient, and cost-effective execution of all field operations and outside plant activities within their region. This includes ownership of team performance, project delivery, operational metrics, and budget adherence. Key Responsibilities Leadership & Team Development Build, lead, and develop a high-performing Field Operations and Outside Plant team within the assigned region. Drive accountability for safety, quality, and productivity standards across all field activities. Coach, mentor, and actively manage the performance of field supervisors, crew leads, and technicians. Establish clear roles, expectations, and escalation paths to ensure efficient and consistent execution. Foster a culture of ownership, responsiveness, and continuous improvement across the region. Operational Oversight & Execution Oversee regional fleet and equipment operations, including maintenance, condition, compliance, and scheduling, to ensure safe, reliable, and efficient support of field operations Supervise the health and safety of personnel and ensure compliance with all company and regulatory requirements. Provide overall leadership and coordination of Field Operations and Outside Plant (OSP) activities, including construction, maintenance, and service delivery. Oversee infrastructure growth, network rearrangements, and plant maintenance activities. Ensure readiness for Service Orders and provisioning execution, supporting timely and accurate delivery. Serve as the primary escalation point for outages and network impairments, driving rapid response and resolution. Manage the on-call rotation and ensure appropriate coverage and responsiveness. Technical & Engineering Partnership Maintain a working knowledge of OSP construction methods (aerial, underground, splicing, etc.). Review, interpret, and challenge OSP designs, build plans, and maintenance strategies. Partner closely with Engineering to evaluate constructability, cost tradeoffs, and field feasibility. Ensure field execution aligns with engineering design intent, company standards, and quality expectations. Support and collaborate on OSP and Operations Engineering projects and Service Delivery initiatives. Project & Service Delivery Management Review and support Service Delivery and infrastructure growth projects. Track, monitor, and report on plant growth, project progress, and operational milestones. Provide scheduling coordination and execution support across orders, projects, and maintenance activities. Maintain oversight of operational systems including Request Tracker logs and OSP Maintenance logs. Performance & Financial Management Own regional operational performance metrics, including: Production output Cycle time Backlog management SLA adherence Track and manage labor productivity and crew efficiency. Manage regional budgets, including labor, materials, and contractor spend. Review job costing and identify variances against plan, driving corrective actions. Forecast resource and staffing needs based on project pipeline and operational demands. Manage regional materials and equipment inventory, including requisitions, tracking, and surplus, to ensure availability for operations while controlling cost and minimizing waste. Decision-Making & Operational Authority Act as the first-level decision authority for field operations, resource allocation, and escalation resolution. Make real-time decisions impacting: Service restoration Project delivery Staffing and resource deployment Balance operational priorities, cost, speed, and quality in a dynamic field environment. Administrative & Talent Management Approve timecards, expense reports, and purchase order requests for direct reports. Recruit, hire, and onboard personnel to meet evolving operational needs. Ensure proper documentation, tracking, and reporting across all field activities. Additional Responsibilities Execute all other duties as assigned by the direct manager Qualifications Education & Experience: Bachelor’s degree in Business, Engineering, Telecommunications, or a related field, or equivalent combination of education and managerial experience. Minimum of 5+ years of experience in telecommunications, Outside Plant (OSP), or field operations, with increasing levels of responsibility. Minimum of 3+ years of supervisory or management experience, including direct oversight of field teams, contractors, or supervisors. Demonstrated experience in fiber optic network operations, construction, or maintenance environments. Working knowledge and practical application of National Electrical Code (NEC) and National Electrical Safety Code (NESC) standards is required. Skills & Abilities: Proven ability to lead, develop, and hold accountable high-performing field operations teams in a fast-paced, production-driven environment. Experience managing field operations at scale, including workforce planning, scheduling, and performance management. Strong communication skills with the ability to collaborate across field teams, engineering, cross-functional partners, and leadership. Advanced analytical and problem-solving skills, with the ability to assess issues, identify root causes, and implement effective solutions. Sound decision-making and prioritization skills in high-pressure environments, including outage response and service restoration. Working knowledge of OSP construction methods and ability to interpret engineering designs, build plans, and project scopes. Ability to identify risks, gaps, and improvement opportunities across construction, maintenance, and service delivery. Experience managing and influencing operational performance metrics (productivity, cycle time, backlog, SLA adherence). Working knowledge of budgeting, job costing, labor utilization, and contractor/vendor management. Proficiency with field operations tools and systems for tracking, reporting, and workflow management. Strong understanding of safety practices, hazard recognition, and regulatory compliance. Ability to manage multiple priorities while maintaining accuracy and operational discipline. Effective leadership judgment, including decision authority for operations, resource allocation, and escalations. Valid driver’s license and ability to meet company driving standards. Ability to pass pre-employment drug screening and background check. Work Environment & Physical Demands This position operates in a hybrid work environment, including field, office, and occasional remote work settings. The role requires frequent visits to job sites, construction areas, and operational facilities to oversee work, inspect progress, and support field teams. Exposure to outdoor field conditions is occasionally required, including varying weather, uneven terrain, and active construction environments. The employee must be able to: Stand, walk, and navigate job sites for extended periods Sit for prolonged periods while performing administrative or computer-based work Use hands and arms to operate tools, equipment, and standard office technology Occasionally climb, balance, stoop, kneel, crouch, or crawl when in field environments Lift and/or move up to 50 pounds as needed Specific vision abilities required include close vision, distance vision, color vision, and the ability to adjust focus, particularly for inspecting field work and reviewing technical details.
