About The Division : The Operations & Support Legal Services Division is an organizational center with four sections: Contracts, Statewide Contracts, General Litigation and Open Records. OSLS also includes two functional areas: the Records Management Office and Legal Counsel for Human Resources and Ethics. OSLS provides legal support to all divisions of the Comptroller’s office in some capacity. Work Hours: Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need. Preferred Qualifications Preferred experience working in a state agency legal department. Attorney V: Education: Graduation from an accredited law school with a Juris Doctor (JD) degree. Experience: · Experience in legal work · Experience working with the Texas Public Information Act. · Experience researching statutes, rules, and cases; drafting memos or other legal documents; and providing legal advice to client or client agency. · Seven or more years of related experience. Preferred Qualifications Preferred experience working in a state agency legal department. Licenses and Certifications Licensed as an attorney by the State of Texas and a member in good standing of the State Bar of Texas. In this role you will: · Compile and review public release agency records, entering requests into an online request portal used by the agency . Coordinate requests with data analysts, business analysts, and other legal staff in this division and other professionals and attorneys in other divisions. Review others work. · Research legislative history, case law, and administrative rulings; prepare legal opinions, reports and memos for agency use. Provide legal advice and counsel on a wide variety of issues including access to records, privacy laws, transparency, Public Information Act, records management, and other laws and regulations. Works in a team setting to prepare legal arguments, documents, and exhibits for referral to the Attorney General for rulings. Prepare summaries and analysis of these rulings for agency use. · Coordinate with this agency and other agencies on interagency agreements. Review proposed legislation and rules.
