Phillips 66 & YOU - Together we can fuel the future As a Specialist III, Environmental , you will help ensure our operations protect people, communities, and the environment while supporting safe, reliable refinery performance. You will coordinate field assessments, oversee water programs, and guide teams in meeting evolving regulatory requirements. In this role, you’ll collaborate across the refinery and with regulatory agencies to keep our commitments to safety, compliance, and continuous improvement. What You’ll Do Coordinate and conduct field assessments of environmental issues to ensure operational activities meet company standards and regulatory requirements. Lead oversight of water programs, including Federal and State stormwater, wastewater, public drinking water, and groundwater regulations, permits, and registrations. Manage permits and renewals, develop and execute sampling plans, and work closely with laboratories to track, evaluate, and report water quality results. Prepare and maintain required environmental reports, plans, and records (such as wastewater DMRs, public water reports, water usage and biomonitoring reports), ensuring timely, accurate submittals and fee payments. Monitor and maintain compliance programs for stormwater, wastewater, and spill prevention (including SWPPP), interpret new or revised regulations, and incorporate changes into refinery practices. Investigate environmental incidents and compliance issues, manage audit assignments, perform field inspections, and drive corrective and preventive actions to closure. Provide specialist guidance and training on environmental requirements to operations and maintenance personnel, translating regulatory and permit obligations into practical expectations. Build and maintain effective working relationships with regulatory agencies, including coordinating inspections, audits, and ongoing correspondence. Collect, analyze, and interpret environmental data to identify trends, optimize work processes, and support decisions that improve environmental performance and risk management. Continuously build technical capabilities and stay current on environmental regulations, technologies, and industry best practices, while participating in environmental on‑call and call‑out coverage as needed. What You’ll Bring – Required Legally authorized to work in the job posting country Bachelor’s degree 3 or more years of experience working with state and federal environmental regulations and/or permitting, preferably in water, wastewater, stormwater, etc. Must be willing and able, with or without reasonable accommodation, to comply with the following: Travel up to 5% Work extended hours, which may include evenings, weekends, and holidays, and perform occasional on-call duties Transport articles up to 50 pounds Climb ladders and stairs up to 200 feet Work safely near large, hot, high-speed machines, around chemicals and hydrocarbons under high pressure and heat, and in harsh weather conditions Wear fire retardant clothing and personal protective equipment Willing and able to obtain a Transportation Worker Identification Credential (TWIC) What Makes You Stand Out – Preferred Bachelor’s degree or higher in Engineering, Science, or Environmental discipline 5 or more years of experience working with state and federal environmental regulations and/or permitting, preferably in water, wastewater, stormwater, etc. Experience in refining or similar heavy industrial operations, applying environmental regulations to complex process facilities Strong knowledge of environmental regulations and the ability to develop, implement, and improve programs to maintain compliance Demonstrated ability to plan and lead environmental audits, assess compliance performance, and implement effective corrective actions Proven skill in collecting, analyzing, and presenting environmental data to support decisions and communicate performance Ability to collaborate with all levels of the organization and with contract personnel to set environmental priorities and complete critical tasks Skill in communicating technical and regulatory information in clear, practical terms to a wide range of audiences Experience engaging with regulatory agencies, including managing inspections, information requests, and permit negotiations Commitment to continuous learning in environmental health and safety, including emerging regulations, technologies, and industry best practices Compensation Range This position has a base salary range of $125,100 - $152,900. The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
