    "ExternalDescriptionStr": "<p>Civil Engineering Programmer/Planner</p><p>&nbsp;</p><p>The Civil Engineering Programmer/Planner will perform a broad range technical review and advisory/assistance for programming and project management support services to satisfy the overall operational objectives of the Civil Engineering Flight and Civil Engineer Squadrons</p><p>Compensation &amp; Benefits:<br>Estimated Starting Salary Range for Civil Engineering Programmer/Planner: Pay commensurate with experience.<br>&nbsp;</p><p>Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. &nbsp;Benefits are subject to change with or without notice.</p><p>Civil Engineering Programmer/Planner Responsibilities Include: &nbsp;<br>•&nbsp;&nbsp;&nbsp;&nbsp;Provides programming and base development technical engineering support performing the more difficult and complex tasks for new construction, renovations, and improvement projects of real property facilities including utility systems.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Evaluates and recommends for approval clients’ requests for new construction, renovation, and improvements of real property facilities including utility systems.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Uses and applies technical engineering knowledge in developing programming documents for the accomplishment of operations and maintenance (O&amp;M), military family housing (MFH), non-appropriated fund (NAF), Special Interest programs, host-tenant, host-nation real property maintenance by contract (RPMC), and/or military construction (MCP/MILCON) programs/projects.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Conducts studies and economic analyses to determine the feasibility of renovation or modification versus new construction.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Determines if funding and/or scheduling conflicts exist.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Coordinates projects with engineers in a variety of disciplines and/or with architects. Supports and works with engineer/architecture professionals to ensure all design, construction, or operations considerations have been addressed.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Conducts site/facility surveys to gather preliminary information. Surveys result in the completion of a Base Civil Engineer Work Request (DD Form 1391) and the creation of a Military Construction Project Data (AF Form 332) that validate the request requirement(s) and are the basis for project advancement or referral for alternate course of action.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Works with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects<br>•&nbsp;&nbsp;&nbsp;&nbsp;Works with higher level engineers to determine the validity, feasibility, achievability, and efficiency of a proposed project based on constraints in scheduling, cost, manpower, etc.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Tracks requests and inputs programming level data for approved packages into the automated program management system (NEXGEN IT)<br>•&nbsp;&nbsp;&nbsp;&nbsp;Updates system to reflect project progress.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Extracts data, prepares and presents status of projects to management and clients.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Uses effective communication skills and builds good working relationships.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Performs other job-related duties as assigned.</p><p>Civil Engineering Programmer/Planner Experience, Education, Skills, Abilities requested: &nbsp;<br>•&nbsp;&nbsp;&nbsp;&nbsp;Bachelor Degree in Engineering, Architecture, or Construction Management from an ABET-accredited is highly desired&nbsp;<br>•&nbsp;&nbsp;&nbsp;&nbsp;5 years of experience within the last 10 years in Air Force or Department of Defense (DoD) facility and infrastructure Operations &amp; Maintenance (O&amp;M) project Planning<br>•&nbsp;&nbsp;&nbsp;&nbsp;5 or more years of USAF Civil Engineering experience in engineering project programming and strategic planning for installation infrastructure development.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Knowledge of Air Force Asset Management philosophy, techniques, and strategy to include experience with Air Force Comprehensive Asset Management Plan project prioritization (assets and their mission/condition) and Air Force Activity Management Plan budgeting process (projects associated with each asset) for Facilities, Utilities, Transportation &amp; Airfield Pavements, Natural Infrastructure and Real Property requirements &amp; opportunities.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Advanced Knowledge of Asset Management core principles coupled with proven performance in implementation of this program must be demonstrated to senior civil engineering management. This knowledge could be demonstrated in prior experience instructing/directing AF installation personnel, or higher-level stakeholders, in asset management or portfolio optimization. Must exhibit skills in assessing risks, costs, and benefits to optimize the cradle-to-grave performance and value of Air Force assets—and maximize mission support.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Working knowledge of demonstrated skill leading installation migration to Asset Management processes that facilitate informed decisions which consider mission considerations and asset performance data (space utilization, condition, and operational costs) in order to identify near-term investment priorities and long-term investment requirements.<br>•&nbsp;&nbsp;&nbsp;&nbsp;Working knowledge of cost estimating using RS Means, PACES, DoD Pricing Guide or other tools is preferred. Emphasis is placed on skills/experience in lifecycle cost estimating practices over actual experience in DoD approved cost estimating tools (i.e. PACES)<br>•&nbsp;&nbsp;&nbsp;&nbsp;Strong organization and management skills to balance and prioritize work<br>•&nbsp;&nbsp;&nbsp;&nbsp;Excellent presentation and communication skills.
