The successful candidate will provide comprehensive Activation Services for transitioning, installing, and implementing move plans to ensure the clinic is fully operational by Day One. Headquartered in Tysons, Virginia, LMI is committed to delivering impactful results that strengthen missions and drive lasting value.</p>\n<h2>Responsibilities</h2>\n<p>LMI is seeking a skilled <strong>IO&T Planner</strong> at our client site office in <strong>El Paso, TX.</strong> Successful LMI <strong>IO&T Planner/Activation Project Manager</strong> demonstrate competency in a similar role previ<strong>o</strong>usly while upholding the highest standard of ethical behavior.</p>\n<p> </p>\n<p><strong>Key Responsibilities:</strong></p>\n<li>Pre-Activation Planning:</li>\n<ul>\n <li>Lead and guide users and stakeholders to identify new workflows and processes for the new facility. This also includes detail of the transition from current state to the future state of the new facility with detail by functional area.</li>\n <li>Conduct workflow assessments, reviewing patient transport, staff egress and equipment and supplies movement routes, safety, and security to develop solutions which allow for the best patient care using the space and design of the new facility.</li>\n <li>Create and document a robust Delivery, Installation, Testing, and Acceptance Plan, outlining processes for FF&E delivery, installation, inventory updates, and damage prevention.</li>\n</ul>\n<li>Implementation and Coordination:</li>\n<ul>\n <li>Work with the project team to support schedule development and acquisition, installation, and occupancy timelines. </li>\n <li>Coordination of all transition and activation activities in the APS, AIMS and Individual Service Project Schedules. </li>\n <li>Develop comprehensive installation processes, including coordination with vendors for timely delivery and installation of equipment.</li>\n <li>Produce finalized FF&E layouts and ensure proper placement and installation as per designated rooms. </li>\n</ul>\n<li>Facility and Equipment Management:</li>\n<ul>\n <li>Oversee delivery, staging, and installation of all ordinary JSNs and other defined materials, ensuring compliance with project schedules.</li>\n <li>Manage all aspects of FF&E coming from the warehouse, coordinating all labor, materials, equipment, and supervision required for installation.</li>\n <li>Ensure accurate record-keeping and data updating for all FF&E installations.</li>\n</ul>\n<li>Site Management:</li>\n<ul>\n <li>Work with the Project Manager to ensure site safety, security, and waste management during all phases of installation and activation.</li>\n</ul>\n<li>Post-Occupancy Support:</li>\n<ul>\n <li>Facilitate government acceptance of installation services, resolving issues promptly and providing punch lists as needed.</li>\n <li>Support VA Biomedical Engineering personnel with equipment inspections, acceptance tests, and biomed checks per VA standards.</li>\n <li>Update inventory systems and provide all necessary documentation to logistics teams.</li>\n</ul>\n<li>Employee Orientation:</li>\n<ul>\n <li>Develop a Day in the Life Plan that prescribes executing exercises to ensure operational readiness.</li>\n <li>Develop and distribute orientation kits for new employees, ensuring they are familiar with the new facility and its features.</li>\n</ul>\n<li>Project Closeout:</li>\n<ul>\n <li>Manage final turnover of the facility, ensuring all documents, project records, and deliverables are completed.</li>\n <li>Lead post-occupancy evaluations (POE) and participate in related activities to ensure continuous improvement.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Required:</strong></p>\n<ul>\n <li><strong>Experience:</strong> A minimum of 5 years of demonstrated project management experience, with at least 3 years specifically in healthcare Initial Outfitting, Transition, and Activation (IOT&A) services.</li>\n <li><strong>Education:</strong> Bachelor's degree in a relevant field such as Health Administration, Business Administration, or Architecture is preferred.</li>\n <li>Proven experience with comprehensive activation services, including planning, coordination, installation, and post-occupancy support.</li>\n <li>Strong project management skills with the ability to handle multiple tasks and deadlines.</li>\n <li>Excellent communication and leadership skills for effective stakeholder management.</li>\n <li><strong>Expertise:</strong></li>\n</ul>\n<ul>\n <ul>\n  <li>In-depth knowledge of healthcare infrastructure, facility operations, and clinical services.</li>\n  <li>Experience in a healthcare setting</li>\n  <li>Demonstrated experience in conceptual advance planning, identifying occupancy milestones, detailed implementation planning and move sequencing, preparation and setup, compiling documents of detailed move plans for each department impacted, and relocation execution </li>\n  <li>Experience creating/updating Transitional CONOPs  </li>\n  <li>Knowledge of VA inventory management systems and biomed equipment standards is a plus.</li>\n </ul>\n <li><strong>Technical Skills:</strong></li>\n <ul>\n  <li>Proficiency in project management software (e.g., MS Project), Microsoft Office Suite, and planning tools.</li>\n </ul>\n</ul>\n<p><strong>Preferred:</strong></p>\n<ul>\n <li>Certified Project Management Professional (PMP) or equivalent certification.</li>\n <li>Experience with VA or DoD planning and procurement systems.</li>\n <li>Knowledge of federal procurement policies and procedures. </li>\n</ul>\n<p><strong>Conditions of Employment</strong></p>\n<ul>\n <li>Must be a U.S. citizen.</li>\n <li>Subject to a background/security investigation.</li>\n <li>Must be located in the commutable distance to El Paso, TX</li>\n <li>Travel may be required.</li>\n</ul>\n<p>Applicants must meet eligibility requirements for a U.S. Government security clearance.
