Description Under the direction of the Executive Director, serves as director for the Early Head Start (EHS) program administered by LCFC. Serves as Contract Manager for Early Intervention (EI), under Ohio Department of Children and Youth. Provides staff support to the Early Childhood Coordinating Committee (EC3) and planning for its annual Early Childhood Forum; the Home Visiting Advisory Committee; and the EHS Governance Committee. Serves on advisory boards, and committees focused on issues affecting pregnant women, young children, and families in Lucas County, as assigned. Responsibilities ESSENTIAL FUNCTIONS Responsible for overall program management; overseeing daily operations; managing record-keeping, professional development, human resources, and monitoring systems; and ensuring the programs meet the requirements of the Head Start Act, Head Start Program Performance Standards, and delegate agreements. Responsible for working with Fiscal Officer on budget development, fiscal monitoring, and grant applications; working with the Grants and Compliance Specialist on contract development and tracking; working with the EHS management team, Policy Committee, and Executive Committee on shared leadership; and with staff, contracted and other partners on delivering comprehensive services for low income pregnant women, infants and toddlers, and their families. Provides direct supervision for EI and EHS staff as assigned and works directly with administrators of contracted EI and EHS providers. Ensures compliance with grant and delegate agreements, requirements set forth in the Head Start Act, Head Start Program Performance Standards (HSPPS), and guidance from the Office of Head Start, Regional Office, and grantees, including: Ensuring full execution of delegate agreements, grant agreements, and contracts with funders and service providers Works with LCFC Fiscal Officer to submit budgets and budget revisions with the associated documentation according to funder requests and timelines; ensures federal funds are utilized as appropriate, as detailed in funding agreements and Uniform Guidance Ensures the minimum staffing outlined in the contract for carrying out all functions of the Early Head Start program Ensures program activities comply with HSPPS prior to initiation Ensures local implementation of LCFC’s Early Head Start program, including: Provides day to day oversight of program operations; troubleshoots issues arising with LCFC staff, contracted service providers, and enrolled children and families Supervises EHS staff; provides day to day guidance, direction and support for each EHS program area Provide guidance, direction, and support to administrators (Directors and Managers) of contracted service providers Prepares and submits monthly enrollment and program reports to funders and governing bodies for monitoring and oversight Attends meetings and trainings as necessary related to the EHS grants Works with staff and contracted partners to deliver and monitor EI services to infants and toddlers with developmental delays and disabilities and their families in Lucas County under the oversight of the FCFC’s Executive Committee. Ensures compliance with the annual service coordination agreement with the lead Part C agency for Ohio, including: Ensures compliance with applicable state service standards (Ohio Administrative Code/“EI Rules”), provisions of IDEA Part C and 34 CFR Part 303 (federal regulations for Early Intervention), and the service coordination agreement. Serves as the primary point of contact with the state’s lead agency for activities related to the agreement; makes timely responses to requests for information. Provides regular and accurate reporting to the Lucas County Family and Children First Council (Full Council or Executive Committee), including the EI Service Coordination Oversight Report presented twice a year. Collaborates with the assigned program consultant to develop, implement, review, and update the county technical assistance and training plan. Ensures robust monitoring and oversight of all relevant state and federal laws and regulations, including federal compliance indicators, personnel qualifications, parents’ rights and procedural safeguards. Serves as system administrator of the Early Intervention Data System (EIDS); requests approval for additional system administrators who need all-county access. Ensures required data are entered in EIDS within 30 days of the event. Meets training requirements for Contract Managers as specified in the agreement. Completes the EI Service Coordination Contact Sheet for submission with the annual agreement and submits an updated sheet to the program consultant within 14 days of a change in personnel. Ensures grant funds are used to support service coordination, evaluation and assessment, and child find outreach activities, and that these activities are documented. Follows programmatic reporting requirements specified in the agreement, including program reports, TA plan update, Contact Sheet, and other reporting requested by the lead agency. Ensures local implementation of the EI system of services: Supervises Program Quality Specialist in carrying out monitoring and oversight functions. Provides onboarding, guidance, direction, and support to contracted Service Coordination Supervisors. Provides guidance, direction, and support to contracted Hospital-Based Child Find Specialist for child find outreach activities and reporting. Works collaboratively with the EI Leadership Team to plan, implement, and strengthen the EI system of services and to train and support personnel. Develop/amend annual service agreements for delivery of service coordination, evaluation and assessment, outreach, and interpretation services. Monitor credentials of contracted SC Supervisors and Service Coordinators to ensure they are maintained without a lapse. Make recommendations to the Executive Director and Executive Committee regarding contracts, personnel changes, structure and functioning of the EI system of services in Lucas County based on funding, staffing, and performance. GENERAL FUNCTIONS Supervises staff as assigned by the Executive Director; Approves staff mileage, car rental, training, purchase, leave, and Comp/Overtime requests; reviews and signs time and effort logs weekly; Participates in supervision with the Executive Director; provides regular program updates; Participates in monthly LCFC Leadership meetings with the Executive Director, Fiscal Officer, and program managers; Collaborates with LCFC program managers to coordinate programs and services for children, youth, families, and staff; Attends all Full Council and Executive Committee meetings; Qualifications MINIMUM QUALIFICATIONS Required minimum of bachelor’s degree from an accredited college or university Required two (2) years of professional experience in program management/administration, fiscal management and supervision in programs serving children, youth, and families Valid Driver’s License with driving privileges in the State of Ohio and insurable driving record.
