          "text": "<p>The Commissioning Engineer is responsible for leading the planning, coordination, and execution of commissioning activities for mechanical and electrical systems, ensuring all systems are installed, tested, and operating in full compliance with project specifications, applicable codes, and client requirements. This role requires close collaboration with specialized subcontractors and project teams, along with oversight of commissioning procedures, documentation, and system performance.</p><p>The Commissioning Engineer is accountable for a range of systems, including boilers for snow melting, diesel generator sets, air handling units (AHUs), heat pumps, domestic water and sanitary pumping systems, electrical switchgear (medium and low voltage), power transformers, and low-voltage electrical distribution systems, ensuring all are delivered safely, efficiently, and to the highest standards of quality and performance.</p><p><strong>Key Responsibilities:</strong></p><p><em>Commissioning &amp; Testing</em></p><ul><li>Plan, manage, and execute commissioning activities for all assigned mechanical and electrical systems.</li><li>Ensure systems are commissioned in accordance with approved specifications, drawings, standards, and manufacturer recommendations.</li><li>Witness and verify factory acceptance tests (FAT), site acceptance tests (SAT), pre-commissioning, functional testing, and performance testing.</li><li>Identify, record, and track commissioning issues, deficiencies, and non-conformities until closure.</li></ul><p><em>Subcontractor Coordination</em></p><ul><li>Lead and coordinate commissioning activities carried out by specialist subcontractors responsible for the systems.</li><li>Ensure subcontractors follow approved commissioning plans, methods, and safety procedures.</li><li>Monitor subcontractor performance, schedules, and deliverables to ensure alignment with project milestones.</li></ul><p><em>Procedures &amp; Documentation</em></p><ul><li>Review, evaluate, and comment on commissioning procedures, method statements, test scripts, and checklists submitted by subcontractors.</li><li>Propose corrections, improvements, or modifications to procedures to ensure technical accuracy and compliance.</li><li>Ensure all commissioning records, test results, and as-built documentation are completed, accurate, and properly submitted.</li><li>Support preparation of operation and maintenance (O&amp;M) manuals and system handover documentation.</li></ul><p><em>Coordination &amp; Interface Management</em></p><ul><li>Coordinate commissioning activities with construction, QA/QC, HSE, project management, consultants, and client representatives.</li><li>Ensure readiness of systems for commissioning, including mechanical completion, energization, flushing, cleaning, and pre-start checks.</li><li>Plan and sequence commissioning activities to avoid clashes and minimize impacts on overall project schedule.</li></ul><p><em>Compliance &amp; Quality</em></p><ul><li>Verify compliance of systems with project specifications, statutory regulations, and applicable international standards.</li><li>Ensure safety requirements are strictly followed during all commissioning activities.</li><li>Provide technical support to resolve system integration and operational issues.</li></ul>",
