Additionally, the Advisory Committee shall help formulate Partnership policy.</p><p>To be eligible for appointment, members of the Advisory Committee (both institutional and non-institutional) shall have the ability to contribute substantive expertise to the research process related to student learning, school improvement, and urban education policy. Members shall be actively involved in practice, policy, or research on school improvement.</p><p>A person who works for the Partnership or is a direct employee of a non-government organization that provides funding to the Partnership shall not be eligible for membership on the Advisory Committee.</p>",
