Description
Job Title: Team Leader, PACC
Job Summary:
CASES is currently seeking a highly skilled, youth-centered Team Leader to join the Planning Alternatives & Creating Community (PACC) program within the Pretrial Services Department. The Team Leader is responsible for the overall clinical, operational, and programmatic oversight of a multidisciplinary team serving justice-system–involved youth and young adults ages 16–27.
The Team Leader provides direct and indirect supervision to Assistant Team Leaders and frontline staff, including Youth Clinical Case Coordinators, Youth Case Coordinators, Youth Engagement Specialists and other PACC staff either directly or indirectly. This role ensures the delivery of developmentally appropriate, culturally responsive, and trauma-informed pretrial supervision and support services that promote compliance, positive youth development, and long-term success in the community.
As a member of the borough leadership team, the Team Leader represents the PACC program in collaboration with the Borough Director and senior leadership and may lead or contribute to special projects that advance program innovation, quality improvement, and youth engagement strategies.
The PACC initiative at CASES focuses on supporting justice-involved youth and young adults through proactive, sustained community-based engagement. The program emphasizes early intervention, incentivized work opportunities, pathways to education and employment, and strong partnerships with community organizations to help participants achieve their goals and maintain pretrial compliance.
Salary: The salary for the Team Leader, PACC is $90,177.00.
Shift Hours: The Team Leader, PACC is full-time Monday through Friday 9am-5pm shift.
Location Address: 4 West 125th Street, New York, N.Y. 10027
Workplace Flexibility: Hybrid (for roles that have at least 1 day remote).
What you will be doing:
Provide overall leadership and management of the PACC team, including direct and indirect supervision of Assistant Team Leader, Youth Clinical Case Coordinators, Youth Case Coordinators, Employment Specialist, Work Crew Supervisor, Youth Engagement Specialists, and a Resource Coordinator. Oversee daily program operations to ensure effective delivery of pretrial supervision, case management, outreach, crisis response, and incentive-based programming for youth and young adults. Ensure staff utilize developmentally appropriate, strengths-based, trauma-informed, and relationship-driven approaches when engaging participants. Promote innovative youth engagement strategies, including community-based activities, group programming, workforce experiences, and incentives that support sustained participation and compliance. Supervise and support staff through regular individual and group supervision, coaching, and performance feedback focused on accountability, growth, and fidelity to program models. Maintain a small, specialized caseload of participants with complex needs to support staff practice and ensure continuity of care for higher-risk cases. Implement and monitor risk management practices, including safety planning, case reviews, incident reporting, and coordination around participants with elevated needs. Facilitate team meetings, daily huddles, and case conferences to guide operations, review cases collaboratively, and address emerging trends. Ensure timely, accurate, and compliant documentation in agency databases and that court stakeholders receive accurate information to support judicial decision-making. Monitor program performance related to intakes, court appearance rates, compliance, re arrest metrics, and participant engagement, and address performance gaps as needed. Collaborate with internal departments including Quality Improvement, Clinical Practice, Research and Evaluation, Development, and Training to support continuous improvement and funder reporting. Strengthen partnerships with community-based organizations to expand pathways to education, employment, and long-term stability for participants. Ensure services are culturally responsive, anti-racist, and youth-affirming, and responsive to participants’ identities, lived experiences, and developmental stages. Participate in special projects or initiatives as assigned by the Borough Director, Program Director, or senior leadership to support program growth and innovation. Perform other duties as required to support the effective functioning of the PACC program.
What we are looking for:
Master’s degree in clinical discipline with 2-3 years Supervisory and Program Management experience. At least 3 years of experience working with young adults or individuals with whom have been justice impacted. Experience understanding various evidence-based models and theories pertaining to psychoeducation, motivational interviewing, serious mental illness and recovery. Highly organized and self-motivated. Must be able to sit for extended periods.
