Description

Overview We are seeking a proactive and strategic mid-level Business Development and Operations Manager (BDOM) to drive our continued growth within the public sector. In this role, you will be responsible for the full business development lifecycle—from early opportunity identification and market research to capture management and proposal support. The ideal candidate will have a solid foundational network in the GovCon space and the ability to turn customer intelligence into actionable win themes. Responsibilities Pipeline Management: Monitor government procurement portals (e.g., SAM.gov) and contract vehicles (GWACs, IDIQs, GSA Schedules) to identify and qualify for early-stage opportunities. Customer Engagement: Cultivate relationships with key decision-makers across target agencies, as well as prime contractors, subcontractors, and teaming partners. Capture & Positioning: Lead capture efforts by defining win themes, assessing competition, shaping procurements, and facilitating bid/no-bid decisions. Proposal Support: Guide the creation of white papers, RFI responses, and RFP/RFQ proposals by collaborating closely with internal technical, pricing, and proposal teams. Sector Operations: Assist with transition activities for contract wins and other sector priorities. For subcontracts, manage all aspects of contract relationships, including building and maintaining relationships with the Prime contractor, understanding teaming agreements, and ensuring appropriate workshare is maintained. Networking: Represent the company at industry days, conferences, tradeshows, and government/industry forums to elevate corporate visibility. Reporting: Maintain accurate and up-to-date opportunity tracking, forecasting, and pipeline metrics within the company's CRM system. Qualifications Education: Bachelor's degree in business administration, Marketing, Communications, Information Technology, or related field. Experience: 3 to 6 years of proven business development, capture, or proposal experience specifically within the government contracting sector (Federal, State, or Local). Domain Knowledge: Foundational understanding of the Federal Acquisition Regulation (FAR), the federal procurement lifecycle, and different contract types (e.g., FFP, T&M). Relationship Building: A growing network of contacts within target agencies (e.g., Federal Civilian agencies) and established relationships with regional GovCon system integrators and independent software vendors (ISV’s). Communication Skills: Exceptional oral and written communication skills; ability to deliver compelling capability briefings to C-suite executives and government officials. Preferred Qualifications Contract Vehicle Experience: Direct experience leveraging and winning task orders on major contract vehicles (e.g., GSA MAS, OASIS). Technical Acumen: Ability to speak intelligently about core corporate capabilities (e.g., IT operations, cyber security, cloud, analytics, etc.) to technical stakeholders. Experience using artificial intelligence (AI) tools for work productivity and research. Examples include Claude, Grok, ChatGPT, and Gemini. Security Clearance: Active government-issued secret security clearance.
