Description
Markon is seeking a Plans and Resources Officer to support an Intelligence Community customer by providing expert resource management, budget planning, and programmatic support. This role supports strategic planning, budget formulation, spend plan management, financial analysis, and resource execution activities in support of mission and organizational objectives. The position works closely with executive leadership, program managers, and Directorate resource teams to ensure budget activities are aligned with Sponsor guidance and operational priorities.
Responsibilities
Provide strategic planning, programmatic, and budget support to Sponsor activities
Support budget formulation, justification, and defense activities
Assist with the development and management of group spend plans
Maintain awareness of Sponsor and Directorate resource management guidance and support development of aligned processes and procedures
Research and resolve resource and budget issues for program personnel
Prepare supporting documentation for budget exercises, overguidance, unfunded requirements, and reprogramming activities
Assist with drafting congressional language for Sponsor program submissions
Perform short- and long-term financial trend analysis
Prepare executive briefings and presentations for programmatic and resource activities
Collaborate with Directorate Resource Management teams and participate in resource meetings
Interface regularly with executive leadership to present and brief financial and programmatic information
Support resource realignment efforts and maintain documentation related to programmatic and resource decisions
Qualifications
Active TS/SCI with Polygraph.
Bachelor’s degree in a related business field with 10 years of relevant experience
Strong knowledge of the IPPBE budget process, including appropriation law, budget cycles, CBJ generation, and types of funding
Experience supporting budget formulation, execution, and resource planning activities
Understanding of financial resource requirements for current and future execution years
Ability to develop and implement long-range strategic and resource plans
Experience preparing defensible and executable budget submissions
Experience supporting resource realignment activities and resolving unplanned funding issues
Strong analytical, organizational, and time management skills
Excellent written and verbal communication skills
Ability to develop clear, concise funding requests and responses to taskings
Proven ability to work effectively with customers, senior leadership, and program managers in a highly matrixed environment
Familiarity with Sponsor programs, policies, and systems preferred
Ability to work creatively and effectively in a fast-paced environment preferred
Salary Range USD $170,000.00 - USD $190,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
