Description

Position Summary Odyssey has an exciting opportunity for a Senior Acquisitions Program Engineer - Mission Planning to provide technical and programmatic support to government acquisition programs, focusing on weapon system mission planning, integration, and life-cycle management for Air Force Life Cycle Management Center Armament Directorate Agile Weapons Division (AFLCMC/EBX). This role provides technical and programmatic support to government acquisition programs, focusing on weapon system mission planning, integration, and life-cycle management. The Senior Acquisitions Program Mission Planning Engineer is responsible for ensuring that weapon systems and their mission planning components meet operational requirements, technical specifications, and program objectives. This is a full-time on-site position at Eglin Air Force Base, FL . Responsibilities Duties include, but not limited to: Conduct reviews of armament program portfolios to evaluate and recommend alternative plans, improve systems engineering processes, manage and sustain technical baselines, and design/perform system-level tests to ensure compliance with approved specifications. Prepare and review technical documents defining, specifying, and recommending system and subsystem characteristics. Perform program reviews to evaluate alternative plans, systems engineering programs, and test results, ensuring subsystem and system performance meets program specifications. Prepare management reports and conduct technical presentations for planning, implementation, and corrective actions using sound engineering principles. Develop validation criteria and procedures for systems and subsystems. Analysis & Risk Management Analyze and evaluate results of major engineering weapon systems and provide operations oversight. Support program and project risk management activities in compliance with Air Force Systems Engineering Assessment Model (AF SEAM) processes. Conduct formal trade studies considering engineering performance, effectiveness, cost, producible, reliability, maintainability, risk, and schedule. Provide technical recommendations, reviews, studies, audits, evaluations, and analyses, including scientific and procedural guidance and documentation. Support proposal analysis by comparing and quantifying proposed systems, components, and approaches for technical feasibility, compatibility, and cost-effectiveness. Review and analyze Initial Capabilities Documents, Capability Development Documents (CDDs), Capability Production Documents (CPDs), Analyses of Alternatives (AoAs), Military Utility Assessments (MUAs), CONOPS, Technology Development Strategies, Functional/Physical Configuration Audits, and Technology Standards Profiles. Review and analyze system concepts and user requirements entered into the system requirements baseline. Provide system/program engineering, technical support, and technical training throughout the acquisition life-cycle, including development, integration, sustainment, deployment, fielding, and installation. Analyze weapon and user requirements for derived subsystem requirements related to navigation and guidance systems. Understand and support operational real-time planning and systems for tactical aircraft and unmanned aerial systems. Develop mission planning support systems for active and passive weapon guidance systems. Apply strong knowledge of software engineering processes, mapping data and sources, photogrammetry, imagery products, NGA product specifications, and error budgets for guided and unguided weapons. Understand national and tactical sensor systems, targeting sensors, and their use in weapon planning and operational use. Support DoD mission planning systems, requirements, acquisition, integration, testing, and fielding processes. Qualifications Citizenship: Must be a US citizen Minimum Required Qualifications Clearance: Active Top Secret Clearance Education, years of experience, and certifications: Bachelors in relevant degree + 10 years of relevant experience. Masters in relevant degree + 5 years of relevant experience Preferred Qualifications Clearance: Active Top Secret Clearance Education, years of experience, and certifications: Bachelors in relevant degree (ABET-accredited) + 20 years of relevant experience OR Masters in relevant degree (ABET-accredited) + 15 years of relevant experience OR PHD in relevant degree (ABET-accredited) + 5 years of relevant experience Technical Skills Experience in weapon planning systems and subsystems; including analyzing weapon and user requirements for derived subsystem requirements associate with navigation and guidance systems. Understanding of operational real-time planning and preplanning systems for employment of weapon systems in tactical aircraft and unmanned aerial systems and development of mission planning support systems of active and passive weapon guidance systems. Knowledge and experience in software engineering process, mapping data, mapping data sources, accuracy and precision of map products; including an understanding of photogrammetric development of mapping products, imagery products, National Geospatial Intelligence Agency (NGA) product specifications, production sources and methods. Knowledge of the accuracy of guided weapons and sources of error associated with the weapons total error budget; the role of mission planning systems in the error budget of guided and unguided weapon systems. Knowledge of targeting sensors and their use in weapon planning and operational use on tactical aircraft, unmanned aerial systems, NGA requirements process, and and distribution. Knowledge of DoD mission planning systems, requirements, acquisitions, integration, testing, and fielding processes. Relative experience with air tasking order methods and processes, in-air operations centers, software interfaces, software verification/validation, Joint Mission Planning System (JMPS), weapon fly-out modeling, and network-centric operations in tactical data links (Link-16, CNR/VMF networks), unit-level C4I systems, and network connectivity/interoperability.     "responsibilities": "Duties include, but not limited to:\r\n- Conduct reviews of armament program portfolios to evaluate and recommend alternative plans, improve systems engineering processes, manage and sustain technical baselines, and design/perform system-level tests to ensure compliance with approved specifications.\r\n- Prepare and review technical documents defining, specifying, and recommending system and subsystem characteristics.\r\n- Perform program reviews to evaluate alternative plans, systems engineering programs, and test results, ensuring subsystem and system performance meets program specifications.\r\n- Prepare management reports and conduct technical presentations for planning, implementation, and corrective actions using sound engineering principles.\r\n- Develop validation criteria and procedures for systems and subsystems.\r\n- Analysis & Risk Management\r\n- Analyze and evaluate results of major engineering weapon systems and provide operations oversight.\r\n- Support program and project risk management activities in compliance with Air Force Systems Engineering Assessment Model (AF SEAM) processes.\r\n- Conduct formal trade studies considering engineering performance, effectiveness, cost, producible, reliability, maintainability, risk, and schedule.\r\n- Provide technical recommendations, reviews, studies, audits, evaluations, and analyses, including scientific and procedural guidance and documentation.\r\n- Support proposal analysis by comparing and quantifying proposed systems, components, and approaches for technical feasibility, compatibility, and cost-effectiveness.\r\n- Review and analyze Initial Capabilities Documents, Capability Development Documents (CDDs), Capability Production Documents (CPDs), Analyses of Alternatives (AoAs), Military Utility Assessments (MUAs), CONOPS, Technology Development Strategies, Functional/Physical Configuration Audits, and Technology Standards Profiles.\r\n- Review and analyze system concepts and user requirements entered into the system requirements baseline.\r\n- Provide system/program engineering, technical support, and technical training throughout the acquisition life-cycle, including development, integration, sustainment, deployment, fielding, and installation.\r\n- Analyze weapon and user requirements for derived subsystem requirements related to navigation and guidance systems.\r\n- Understand and support operational real-time planning and systems for tactical aircraft and unmanned aerial systems.\r\n- Develop mission planning support systems for active and passive weapon guidance systems.\r\n- Apply strong knowledge of software engineering processes, mapping data and sources, photogrammetry, imagery products, NGA product specifications, and error budgets for guided and unguided weapons.\r\n- Understand national and tactical sensor systems, targeting sensors, and their use in weapon planning and operational use.\r\n- Support DoD mission planning systems, requirements, acquisition, integration, testing, and fielding processes.",
