MAJOR FUNCTION Performs utility (water; wastewater; reclaimed water), roadway, pavement, culvert, drainage system, and related site development construction inspections to ensure compliance with the approved construction plans, specifications, and related permits. Ensures adherence to applicable codes and standards through regular field inspections. ILLUSTRATIVE DUTIES Construction Inspection • Interprets engineering design plans, specifications, and construction documents. • Observes and inspects construction activities, techniques, workmanship, and materials for compliance. • Inspects installation of underground utility lines and backfill/compaction. • Oversees soil density testing. • Conducts erosion control inspections. • Evaluates storm sewer systems, surface water management facilities, and site grading. • Inspects pavement construction, including material depth, asphalt mix, and temperature. • Reviews construction of lift stations, water and wastewater treatment facilities. • Verifies material types, quantities, and installations. • Observes installation of signage and traffic control devices. Project Coordination and Documentation • Maintains accurate records of project progress and inspection findings. • Coordinates with contractors, consultants, and stakeholders to resolve site issues. • Reviews and verify contractor pay requests, as applicable. • Recommends project acceptance or release following final inspections. • Performs other related duties as required to support the efficient operation of the division. KNOWLEDGE, ABILITIES, AND SKILLS Regulatory and Technical Knowledge • Familiarity with FDOT Standard Specifications for Road and Bridge Construction, Polk County Land Development and Utilities Codes. • Understanding of traffic safety and Maintenance of Traffic (MOT) standards. • Knowledge of construction methods, material testing, and inspection practices for utility and transportation systems. Analytical and Communication Skills • Ability to interpret civil engineering plans, specifications, maps, and surveys. • Able to assist with estimates of construction costs and quantities. • Skilled in documenting findings and communicating with contractors and team members. Physical and Operational Capabilities • Comfortable working outdoors in various weather conditions and on active construction sites. • Physically capable of walking, bending, stooping, sitting, standing, crouching, kneeling, and lifting or carrying up to 40 pounds. • Skilled in operating motor vehicles for extended durations. • Adept at distinguishing colors and shapes for accurate inspections and safety assessments. Leadership and Organization • Supports team success by sharing knowledge, offering informal training, and guiding others in job-related procedures. MINIMUM QUALIFICATIONS Land Development Inspector I Graduate from an accredited high school or possession of an acceptable equivalency diploma. Two (2) years of experience in roadway/highway, water/wastewater, or site development construction or inspection preferred. Must possess a valid driver’s license and be able to obtain a Florida driver’s license at the time of employment. SPECIAL REQUIREMENTS (Within 6 months of employment) • Must obtain Maintenance of Traffic (MOT) certification. • Must obtain FDOT Plans Reading certification. • Must obtain Sediment and Erosion Control "Qualified Stormwater Inspector" certifications. Land Development Inspector II Graduate from an accredited high school or possession of an acceptable equivalency diploma, and a minimum of three (3) years of construction or inspection experience in roadway/highway, water/wastewater, or site development projects. Must hold the following: • Certification on Maintenance of Traffic (MOT) • FDOT Certification for Plans Reading • Sediment and Erosion Control “Qualified Stormwater Inspector” Must possess a valid driver’s license and be able to obtain a Florida driver’s license at the time of employment. A comparable amount of related training and experience may be substituted for the minimum qualifications. Land Development Inspector III Graduation from an accredited high school or possession of an acceptable equivalent diploma. A minimum of five (5) years of experience in roadway/highway, water/wastewater, or site development construction or inspection. Must hold the following: • Certification on Maintenance of Traffic (MOT) • FDOT Certification for Plans Reading • Sediment and Erosion Control “Qualified Stormwater Inspector • Level 3 Water Distribution Operator Certification • At least six (6) certifications, as identified on the Certifications List below under Special Requirements (or comparable equivalent). Two (2) additional certifications listed below may substitute for (1) year of required field experience so long as they are different than those used to meet the minimum Inspector III qualifications, if applicable. Must possess a valid driver's license and be able to obtain a Florida driver's license at time of employment. A comparable combination of education, training, and experience may be substituted for the minimum qualifications. Land Development Inspector IV Graduation from an accredited high school or possession of an acceptable equivalency diploma and at least seven (7) years of experience in roadway/highway, water/wastewater, or site development construction or inspection. Ensures adherence to applicable codes and&nbsp;<br>standards through regular field inspections.</p><p>ILLUSTRATIVE DUTIES</p><p>Construction Inspection<br>• Interprets engineering design plans, specifications, and construction documents.<br>• Observes and inspects construction activities, techniques, workmanship, and materials for&nbsp;<br>compliance.<br>• Inspects installation of underground utility lines and backfill/compaction.<br>• Oversees soil density testing.<br>• Conducts erosion control inspections.<br>• Evaluates storm sewer systems, surface water management facilities, and site grading.<br>• Inspects pavement construction, including material depth, asphalt mix, and temperature.<br>• Reviews construction of lift stations, water and wastewater treatment facilities.<br>• Verifies material types, quantities, and installations.<br>• Observes installation of signage and traffic control devices.</p><p>Project Coordination and Documentation<br>• Maintains accurate records of project progress and inspection findings.<br>• Coordinates with contractors, consultants, and stakeholders to resolve site issues.<br>• Reviews and verify contractor pay requests, as applicable.<br>• Recommends project acceptance or release following final inspections.<br>• Performs other related duties as required to support the efficient operation of the division.</p><p><br>KNOWLEDGE, ABILITIES, AND SKILLS</p><p>Regulatory and Technical Knowledge<br>• Familiarity with FDOT Standard Specifications for Road and Bridge Construction, Polk County<br>Land Development and Utilities Codes.<br>• Understanding of traffic safety and Maintenance of Traffic (MOT) standards.<br>• Knowledge of construction methods, material testing, and inspection practices for utility and&nbsp;<br>transportation systems.</p><p>Analytical and Communication Skills<br>• Ability to interpret civil engineering plans, specifications, maps, and surveys.<br>• Able to assist with estimates of construction costs and quantities.<br>• Skilled in documenting findings and communicating with contractors and team members.</p><p>Physical and Operational Capabilities<br>• Comfortable working outdoors in various weather conditions and on active construction sites.<br>• Physically capable of walking, bending, stooping, sitting, standing, crouching, kneeling, and&nbsp;<br>lifting or carrying up to 40 pounds.<br>• Skilled in operating motor vehicles for extended durations.<br>• Adept at distinguishing colors and shapes for accurate inspections and safety assessments.</p><p>Leadership and Organization<br>• Supports team success by sharing knowledge, offering informal training, and guiding others in<br>job-related procedures.</p><p>MINIMUM QUALIFICATIONS<br>Land Development Inspector I<br>Graduate from an accredited high school or possession of an acceptable equivalency diploma. Two (2)&nbsp;<br>years of experience in roadway/highway, water/wastewater, or site development construction or&nbsp;<br>inspection preferred.<br>Must possess a valid driver’s license and be able to obtain a Florida driver’s license at the time&nbsp;<br>of employment.</p><p>SPECIAL REQUIREMENTS (Within 6 months of employment)<br>• Must obtain Maintenance of Traffic (MOT) certification.<br>• Must obtain FDOT Plans Reading certification.<br>• Must obtain Sediment and Erosion Control \"Qualified Stormwater Inspector\" certifications.</p><p>Land Development Inspector II<br>Graduate from an accredited high school or possession of an acceptable equivalency diploma, and a&nbsp;<br>minimum of three (3) years of construction or inspection experience in roadway/highway,&nbsp;<br>water/wastewater, or site development projects.<br>Must hold the following:<br>• Certification on Maintenance of Traffic (MOT)</p><p>• FDOT Certification for Plans Reading<br>• Sediment and Erosion Control “Qualified Stormwater Inspector”<br>Must possess a valid driver’s license and be able to obtain a Florida driver’s license at the time&nbsp;<br>of employment.</p><p>A comparable amount of related training and experience may be substituted for the minimum<br>qualifications.</p><p>Land Development Inspector III<br>Graduation from an accredited high school or possession of an acceptable equivalent diploma.
