    "description": "<h2>Overview</h2>\n<p>i3 is searching for a Program Analyst to join our team.</p>\n<h2>Responsibilities</h2>\n<p>Supports CPE Aviation Plans, Programs, Resources, & Procurement with senior program/budget support. Ideal candidates have recent and relevant experience gained from providing similar types of support to DOD organizations or DoD contractors. This position requires the candidate to already possess a Secret Security Clearance (Active).</p>\n<h2>Qualifications</h2>\n<p>Minimum Position requirements: </p>\n<ul>\n <li>Experience with Funds Distribution, Purchase Requisitions, and Program Reconciliation, utilizing General Fund Enterprise Business System (GFEBS). </li>\n <li>Experience collecting and analyzing financial data. </li>\n <li>Possess working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process. </li>\n <li>Review, analyze, and interpret various GFEBS financial documents and reports, against established financial metrics. </li>\n <li>Knowledgeable of Army business processes regarding multiple types of appropriations to include Operations and Maintenance, Army (OMA), Aircraft Procurement Army (APA) and Research, Development, Test & Evaluation (RDT&E)</li>\n <li>Experience reviewing travel orders and authorizations in Defense Travel System.</li>\n <li>Experience with Program Elements (PE) and MDEP’s, and Subactivity Groups (SAGs).  </li>\n <li>Experience preparing Spend Plans. </li>\n <li>Experience in funds execution, planning, and programming of Army appropriations.  </li>\n <li>Experience developing and defending POM requirements for Army appropriations. </li>\n <li>Reviews and consolidates SmartCharts (Program Reviews) input. </li>\n <li>Renders input in preparation for high-level meetings with customers, senior Army officers and civilians, corporate executives, government action officers, and other vendors. This input may be narrative or charts and should be of a quality that little rework is required by senior analyst or PM. </li>\n <li>Experience with Automated Time Attendance and. Production System (ATAAPS). </li>\n <li>Must have demonstrated experience working in a team environment. </li>\n <li>Must have excellent written and oral communication skills. </li>\n <li>Active Secret clearance required. </li>\n</ul>\n<p> Education and Experience Requirements:</p>\n<ul>\n <li> Bachelors and 1 year concentrated in the functional responsibility area of the position to be filled</li>\n <li>Masters and 5 years concentrated in the functional responsibility area of the position to be filled</li>\n</ul>\n<p> Travel: May require travel up to 5%.</p>\n<p> </p>\n<p><strong>Knowledge, Skills, and Abilities</strong></p>\n<ul>\n <li>Strong written and verbal communication skills.</li>\n <li>Ability to clearly communicate programmatic, acquisition, financial, contract, technical, logistics, and fielding information in discussions, documents, and briefings.</li>\n <li>Ability to interact professionally with customers, staff, contractors, users, capability managers, and stakeholders.</li>\n <li>Strong organizational skills and attention to detail.</li>\n <li>Ability to manage time effectively and prioritize multiple programmatic and technical tasks.</li>\n <li>Ability to work well under pressure while maintaining professionalism.</li>\n <li>Strong analytical, critical thinking, and logical problem-solving skills.</li>\n <li>Ability to evaluate program information and recommend practical courses of action.</li>\n <li>Ability to lead and coordinate multidisciplinary teams, Integrated Product Teams, and working groups.</li>\n <li>Ability to work both independently and collaboratively as part of a team.</li>\n <li>Initiative and willingness to support a rapidly evolving aviation, UAS, acquisition, and program management environment.</li>\n</ul>\n<p><strong>Physical Demands:</strong></p>\n<ul>\n <li>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. </li>\n <li>While performing the duties of this job, the employee is regularly required to talk or hear. The employee must be able to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.  </li>\n <li>Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.  </li>\n <li>Regular i3 hours are 8:00 a.m. - 5:00 p.m. Monday-Friday, however, additional hours may be required on occasion.
