Description
This leadership position is responsible for planning and directing operations staff performing monitoring, maintenance, inspections, and repairs of the water, wastewater and storm infrastructure and other related duties. Work as directed by the Supervisor, is generally performed without direct supervision. This position’s responsibilities are typically split evenly between field and office duties.
As operational and leadership experience is gained, the level of work will develop from a semi-skilled Foreman to a skilled Foreman, utilizing effective planning and applied leadership strategies, to build teams successful in the monitoring, maintenance, and repair of water distribution, wastewater collection systems, and storm systems.
Key Responsibilities:
Understand and adhere to administrative policies and procedures in directing staff Direct operational personnel in daily and routine tasks and act as liaison between management and such staff Ensure competency of operational personnel and address deficiencies Analyze and adjust to emergency situations. Provide direction and support to staff in the event of an emergency to minimize damage to infrastructure and ensure public safety Be available for 24-hour call-out during scheduled on-call rotation Monitor on-site quality control and production Correspond with the public orally and in written form on issues in a timely and professional manner. Ensure departmental guidelines and productivity standards are achieved Plan, schedule, delegate, assign and monitor work conducted by crews Ensure all yards, facilities, equipment, and properties are maintained to a high standard Ability to provide and carry out written or oral instructions and maintain records/written reports as required Must provide Supervisor and/or Manager with status updates as required/requested Will show a high level of initiative and responsibility in gaining knowledge of the Strathcona County water, wastewater, and storm systems and the water and wastewater industry Work with Supervisor to organize for the hiring and orientation of seasonal staff Hire and help with the orientation and training of new staff Train and instruct staff and confirm competency for their assigned responsibilities Approve weekly timesheets and emergent overtime Organize and conduct regular safety meetings and task assignment for permanent and seasonal staff Evaluate permanent and seasonal staff and assist with career development Participate as required in the performance management and coaching of all staff Complete incident/accident forms and assist with investigations Order supplies and materials to ensure continuous production Provide cost estimates for external and internal customers Assist with operational and capital budget planning Train and direct staff in Confined Space Entry and Permit requirements Ensure compliance with Alberta Environment regulations and Codes of Practice for Water and Wastewater systems for Water Distribution and Wastewater Collection and Treatment Ensure Standard Operating Procedures, Hazard Assessments, and Field Level Hazard Assessments are performed and followed as required Complete hazard assessments and planned inspections ensuring all safety regulations are followed. Be knowledgeable of and comply with County OH&S safety programs applicable to departmental work
Qualifications and Skills:
Preference to individuals who have completed NAIT’s Water and Wastewater Treatment program or a equivalent program with completion of 90 CEUs Considerable knowledge of all aspects of water and wastewater projects Preferred minimum 3 years’ experience in a supervisory role Preferred minimum 5 years’ experience in the water and wastewater field Considerable knowledge of all aspects of water and wastewater projects Knowledge of Strathcona County policies and bylaws, Engineering, and construction standards Knowledge of Alberta Environment regulations and codes of practice Alberta Environment Certification, Wastewater Treatment Level I, Water Distribution Level III and Wastewater Collection Level III. Individuals not possessing these levels of certification must be in the active process of obtaining them Intimate understanding of Occupational Health and Safety (OH&S) regulations, safe work practices, policies and procedures, including the use of safety equipment and resources, Hazard Identification and reporting Must be capable of working within confined and restricted spaces; confined space entry may require the use of fall arrest systems and supplied air equipment and may occur within a variety of different working environments Ability to work in a team environment, apply leadership skills and follow direction in alignment with department value Capable of providing and carrying out both written and verbal instructions and procedures Capable of utilizing a variety of tools to maintain accurate records Possess basic computer skills, be mobile device literate, be proficient with Office365(SharePoint, Word, Excel, TEAMS) and have an understanding the use of Oracle, Vueworks, GIS Ability to work outdoors in all weather conditions
