As a Sr. Turnaround Planner you will be responsible for planning, estimating, and scheduling maintenance outages, emergency outages, turnarounds, catalyst change outs, and capital work scope integration within outages. Schedule turnaround meetings and facilitates reviews of and revisions to outage work lists. Adheres to the Valero Turnaround Excellence Process (VTEP), including milestone compliance and use of all applicable workbench modules and applications. Review all turnaround jobs in the field. Develop step-by-step resource loaded job plans for all outage work. Produce work packages to issue to contractors including work lists, work scopes, schedules, specifications, drawings, procedures, blind lists and material lists to aid in estimating and executing planned work scope. Determine manpower levels for supporting third party or craft specific planners and oversees their work, tracking performance against the agreed KPIs. Review and approve detailed job packages developed by supporting planners for relevant content, required information and alignment with environmental and safety procedures. Develop Indirect Plans to support the turnaround, including equipment rentals, supervision, support staffing and logistics plans. Develop detailed outage cost estimates using the appropriate VTEP modules and applications to support budgeting and funding. Build or modify work breakdown structures and work activities in a scheduling software (Primavera P6), assigns resources, work order numbers, shift calendars, project codes, layouts, and structures custom reports. Integrate engineered capital project work into overall Turnaround project schedule. Establish critical path from oil out to oil in. Access and analyze critical path for threats to project success and communicates them accordingly. Schedule contractor’s scope and unit systems within the critical path window. Level resources and develops manpower levels for service contractors and Valero maintenance crafts. Develop contingency plans to mitigate risks or exposures. Coordinate service contractors for both capital and maintenance turnaround work. Procure materials for both capital and maintenance turnaround work. Coordinate the pick-up and delivery of items to be worked on by outside ships. Develop turnaround AFE's (Authorization for Expenditure) and portions of the turnaround Decision Review Board (DRB) package. Monitor costs, contractor headcount, and goods receipts during turnarounds. Facilitate and document lessons learned reviews implementing them on future projects. Maintain electronic and hard copy records for all turnaround information. Proficient and available to cover for Maintenance Supervisors when needed. Other duties may be assigned.
