This position ensures full compliance with applicable federal regulations, safety standards, and performance metrics. The selected individual serves as the primary on-site point of contact for the contractor’s safety management program and ensures all work is performed in accordance with contract requirements, EM 385-1-1 standards, DHA policies, and approved Accident Prevention Plans</p>\n<p> </p>\n<p>Salary Range, $75,000-88,000/year. Comprehensive federal benefits package available to full-time employees, including health insurance, paid time off, and retirement plan participation.</p>\n<p> </p>\n<p>Essential Functions and Responsibilities</p>\n<p> </p>\n<p>● Serve as the designated Level 1 Safety and Health Officer (L1 SSHO) for all O&M activities performed under task order.</p>\n<p>● Develop, implement, administer, and continuously improve the site Accident Prevention Plan (APP) and overall safety management program.</p>\n<p>● Ensure compliance with TE-11, EM 385-1-1 Variance requirements, OSHA standards, and all applicable federal, state, local, and DHA safety regulations.</p>\n<p>● Conduct thorough hazard analyses, identify workplace risks, and develop effective hazard mitigation and control measures.</p>\n<p>● Perform regular safety inspections, audits, and assessments of both contractor and subcontractor activities.</p>\n<p>● Investigate incidents, accidents, and near misses; prepare comprehensive reports and recommend corrective actions.</p>\n<p>● Coordinate and deliver safety training, toolbox talks, and remedial instruction as necessary to maintain a safety-first culture.</p>\n<p>● Maintain all required safety documentation, certifications, training records, and compliance reporting.</p>\n<p>● Act as the primary on-site point of contact for all aspects of the contractor’s safety management program.</p>\n<p> </p>\n<p>Skills and Qualifications</p>\n<p> </p>\n<p>● Technical Capacity: Demonstrated knowledge of OSHA regulations, EM 385-1-1 requirements, and government contract compliance standards. Expertise in conducting hazard analyses and developing mitigation strategies.</p>\n<p>● Program Administration: Experience implementing and administering Quality Control Programs specifically for facility operations, maintenance, or construction contracts.</p>\n<p>● Compliance Management: Proven ability to manage contractor and subcontractor compliance with rigorous safety and quality requirements.</p>\n<p>● Communication & Representation: Excellent skills in delivering safety training and acting as the primary liaison for safety programs with federal agencies and stakeholders.</p>\n<p>● Leadership and Direction: Ability to supervise and manage comprehensive safety programs within general industry or construction environments.</p>\n<p> </p>\n<p>Education and Experience</p>\n<p> </p>\n<p>● Required Experience: Minimum of five (5) years of continuous experience supervising or managing safety programs within general industry, construction, or facility O&M environments.</p>\n<p>● Required Training: Current OSHA 30-Hour Construction or General Industry Safety Training certification/card.</p>\n<p>● Continuing Education: Demonstrated completion of at least eight (8) hours of formal safety and health-related training annually for the past five (5) years.</p>\n<p>● Preferred Qualifications:</p>\n<p>● Experience supporting Department of Defense (DoD), Defense Health Agency (DHA), USACE, or other federal facility contracts.</p>\n<p>● Experience working in healthcare, medical treatment facilities, or mission-critical environments 8.</p>\n<p>● Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or similar certification.</p>\n<p>● Quality management certifications or training.</p>\n<p> </p>\n<p>Supervisory Responsibility</p>\n<p>This position may be expected to perform supervisory responsibilities, reporting to the On-Site Lead and Project Manager.</p>\n<p> </p>\n<p>Work Environment</p>\n<p>This job operates in a professional office environment and on-site at DHS facilities. The role requires active movement throughout facility O&M sites to perform inspections and audits.</p>\n<p> </p>\n<p>Position Type/Expected Hours of Work</p>\n<p>This is a full-time position. Normal business hours align with the agency’s core hours (e.g., 6:00 a.m. to 6:00 p.m. Mountain Time), Monday through Friday. Evening, weekend, or emergency-response work may be required to meet project demands.</p>\n<p> </p>\n<p> </p>\n<p>Travel Requirements</p>\n<p>Travel may be required to provide support at government sites, attend meetings, and conduct site assessments.
