Description

Summary Summary The Site Safety and Health Officer (SSHO) is responsible for overseeing and administering the site safety, occupational health, and industrial hygiene functions in support of DHS facility operations and maintenance (O&M) activities. This position ensures full compliance with applicable federal regulations, safety standards, and performance metrics. The selected individual serves as the primary on-site point of contact for the contractor’s safety management program and ensures all work is performed in accordance with contract requirements, EM 385-1-1 standards, DHA policies, and approved Accident Prevention Plans Salary Range, $75,000-88,000/year. Comprehensive federal benefits package available to full-time employees, including health insurance, paid time off, and retirement plan participation. Essential Functions and Responsibilities ● Serve as the designated Level 1 Safety and Health Officer (L1 SSHO) for all O&M activities performed under task order. ● Develop, implement, administer, and continuously improve the site Accident Prevention Plan (APP) and overall safety management program. ● Ensure compliance with TE-11, EM 385-1-1 Variance requirements, OSHA standards, and all applicable federal, state, local, and DHA safety regulations. ● Conduct thorough hazard analyses, identify workplace risks, and develop effective hazard mitigation and control measures. ● Perform regular safety inspections, audits, and assessments of both contractor and subcontractor activities. ● Investigate incidents, accidents, and near misses; prepare comprehensive reports and recommend corrective actions. ● Coordinate and deliver safety training, toolbox talks, and remedial instruction as necessary to maintain a safety-first culture. ● Maintain all required safety documentation, certifications, training records, and compliance reporting. ● Act as the primary on-site point of contact for all aspects of the contractor’s safety management program. Skills and Qualifications ● Technical Capacity: Demonstrated knowledge of OSHA regulations, EM 385-1-1 requirements, and government contract compliance standards. Expertise in conducting hazard analyses and developing mitigation strategies. ● Program Administration: Experience implementing and administering Quality Control Programs specifically for facility operations, maintenance, or construction contracts. ● Compliance Management: Proven ability to manage contractor and subcontractor compliance with rigorous safety and quality requirements. ● Communication & Representation: Excellent skills in delivering safety training and acting as the primary liaison for safety programs with federal agencies and stakeholders. ● Leadership and Direction: Ability to supervise and manage comprehensive safety programs within general industry or construction environments. Education and Experience ● Required Experience: Minimum of five (5) years of continuous experience supervising or managing safety programs within general industry, construction, or facility O&M environments. ● Required Training: Current OSHA 30-Hour Construction or General Industry Safety Training certification/card. ● Continuing Education: Demonstrated completion of at least eight (8) hours of formal safety and health-related training annually for the past five (5) years. ● Preferred Qualifications: ● Experience supporting Department of Defense (DoD), Defense Health Agency (DHA), USACE, or other federal facility contracts. ● Experience working in healthcare, medical treatment facilities, or mission-critical environments 8. ● Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or similar certification. ● Quality management certifications or training. Supervisory Responsibility This position may be expected to perform supervisory responsibilities, reporting to the On-Site Lead and Project Manager. Work Environment This job operates in a professional office environment and on-site at DHS facilities. The role requires active movement throughout facility O&M sites to perform inspections and audits. Position Type/Expected Hours of Work This is a full-time position. Normal business hours align with the agency’s core hours (e.g., 6:00 a.m. to 6:00 p.m. Mountain Time), Monday through Friday. Evening, weekend, or emergency-response work may be required to meet project demands. Travel Requirements Travel may be required to provide support at government sites, attend meetings, and conduct site assessments. All travel must be pre-approved and will be reimbursed in accordance with Federal Travel Regulations (FTR). Clearance/License Requirements ● A Public Trust clearance is required for this position. ● Must maintain a valid Driver’s License and be insured under the company insurance program.
